Once polls closed, Doral gets back to work.
A new phase starts for the City of Doral. Election returns in brought Pete Cabrera back to City Hall and reversed charter changes approved in August.
Less than 24 hours after polls closed, Councilman Pete Cabrera was sworn-in to office on Wednesday November 5th, after winning the seat to incumbent Councilwoman Bettina Rodriguez Aguilera. On the same ceremony Councilwoman Ana Maria Rodriguez was sworn-in for her second term.
No learning curve or team building will be needed, as four out of the five members of the Council have worked together in the past at one point of time or another. It is expected the ball keeps rolling and the work continues moving forward in the next two years before the mayoral election.
The turnout of Election Day in Doral was of 6,720 voters, 36.5% out of the total registered, which is pretty good for a standard midterm process and is a definite improvement against the poor 11% participation from last August. It looks like Doral electors are slowly but steadily understanding the importance of participation.
Between the Primary Election and this Election Day, 444 additional residents of Doral registered for voting, reaching a total amount of 18,375 electors in the city, out of 50,213 residents, a number that increases every day; and with it the needs and wants that will require from the Council diligence on taking care of all the issues.
Although the presence at the precincts was low on Tuesday, around 1,500 people approached the polls, whereas the other 5,000+ took advantage of the Early Voting and Absentee Ballot methods.
Cabrera obtained a total of 3,483 votes (54.49%) and Rodriguez Aguilera 2,909 (45.51%) a total of 454 votes less than what gained her the post in 2012.
Mayor Luigi Boria had words of appreciation for the work Councilwoman Rodriguez Aguilera did on the past two years “we may not have you on the dais but we thank you for the passion and effort you put together every day working to make this city better”. Vice Mayor Fraga and Councilwoman Rodriguez also recognized and thanked her for the hard work and results she obtained during her time in office.
The opinion of the youth was very important on this election process; 13% of registered voters in Doral are younger than 25 years old, first time voters, enthusiastic of participating in a democratic process. Pete Cabrera saw it clearly and capitalized that realization during his campaign. Young voters and their parents were fundamental for his election back to City Hall.
Doral Amendments reversed
The last five questions on the ballot for Doral residents included additional amendments proposed by the Council to complement those submitted by the Charter Amendment Commission that were voted in August, half of which had passed.
Back then, 55.12% of the votes (1,106) approved that the hiring and removal of City Officials, including the City Manager, was done through a procedure that included the nomination of candidates to the position by a committee, not the Mayor. This amendment has been overruled. A total of 3,271 voters (53.75%) just approved that the Mayor nominate a replacement within a reasonable period of time deemed by the Council and if none is nominated then Councilmembers can nominate a candidate.
Also it was approved three months ago, with 55.77 % of the votes (1,119), that elected officials in Doral would be limited to serve only for two periods. This amendment has just been modified with a positive vote by 58.59%, to allow those who have served for two terms to run again for election after a four-year period out of office, not including those who went from Councilmember to Mayor. This is beneficial to Mayor Boria, who with the previous amendment should have been prevented from running for reelection in 2016, given that he served as Councilman from 2010 to 2012 before winning the Mayoral seat.
The other additional amendments approved include:
- Modification of the Charter Review Process: amendments election will coincide with primary or general elections and by Charter all Revision Commission meetings should occur after business hours to ensure public attendance to the discussions.
- Run-off elections: by Charter run-off elections, if necessary, will happen on the first Tuesday of December to avoid coincidence with the Thanksgiving Holiday.
- Council Legislative Staff: Instead of the City Manager, the Mayor and Councilmembers will individually hire, supervise, direct and remove their corresponding staff members.
Was there a ‘change of heart’ on the Doral voters who had resolutely approved those measures three months ago? Not really. It appears that what happened was that those who refrained from voting on the primary decided to express their opinion on these issues on this occasion and ended up supporting overruling amendments that had been approved before. Both issues on this process still received a rejection rate of more than 40% (2,500 votes) of the population that approached the polls and 95% of those who voted for the Council seat did vote for the amendments as well. The review of the amendments piggybacked on the election for a post.
Although at first glance results look confusing and inconsistent with those from August, a review of the numbers in proportion with the amount of voters from the primary tells that Doral people who approached the polls actually did some homework on the issues to make informed decisions, considering the opinion of leaders from the community. And many did not understand the process and role of the Charter Amendment Commission and decided to go with the proposals from the Council.
Regardless of one agreeing or not with the returns, participation is the beauty of democracy, and in a growing community as Doral seeing that electors took expressing their opinions seriously is encouraging. Doral population is getting more mature and it is important for the progress of the city.
Opportunities to increase participation are now consecrated in the City Charter. It only remains for the citizenry to actually take timely advantage of those chances.

Doral vuelve al trabajo

Una nueva fase comienza para la Ciudad de Doral. Pete Cabrera regresa al Ayuntamiento y han sido reversados algunos de los cambios a la Carta Constitutiva aprobados en Agosto.
El miércoles 5 de noviembre, se realizó en la Alcaldía la ceremonia de juramentación de los Concejales Pete Cabrera y Ana María Rodríguez. Cabrera ganó su retorno con 574 votos por encima de la Concejal Bettina Rodríguez Aguilera. Y Rodríguez no tuvo oponente y fue reelecta automáticamente.
No hará falta curva de aprendizaje ni sesiones de formación de equipo. Es de esperarse que el trabajo fluya y se terminen de concretar proyectos en los dos años que restan antes de la elección de Alcalde.
Un total de 6,720 votantes de Doral acudieron al llamado el Día de las Elecciones, representando el 36.5% del total. Es un buen porcentaje de participación para elecciones generales de medio término y en cualquier caso es un progreso significativo frente al decepcionante 11% de las primarias de Agosto. Pareciera que los electores de Doral poco a poco van comprendiendo la importancia de la participación.
El padrón electoral de Doral se incrementó en 444 votantes entre las Primarias y las generales, alcanzando la cifra de 18,375, quienes deciden a nombre de los 50,213 residentes, un número que crece día a día, y con él las necesidades y deseos que exigen la diligencia del Concejo en la atención a sus constituyentes.
Aun cuando la presencia en los precintos fue baja, alrededor de 1,500 personas se acercaron a votar, mientras que los otros 5,000+ usaron la ventaja de la votación anticipada o las boletas ausentes.
Cabrera logró un total de 3,483 votos (54.49%) y Rodríguez Aguilera 2,909 (45.51%), 454 votos menos que los que le otorgaron el puesto en 2.012.
El Alcalde Luigi Boria mostró su aprecio por el trabajo de la Concejal Rodríguez Aguilera: “Tal vez no la tendremos en el estrado, pero agradecemos toda la pasión y esfuerzo que puso día a día para el progreso de la ciudad”. La Vice Alcalde Fraga y la Concejal Rodríguez también le agradecieron su dedicación al trabajo y los resultados obtenidos durante su tiempo de servicio público.
La opinión de la juventud tuvo mucho peso en este proceso electoral. El 13% de los votantes registrados en Doral es menor de 25 años; nuevos votantes entusiastas y deseosos de participar en el proceso democrático. Pete Cabrera detectó esto rápidamente lo capitalizó durante su campaña. El voto de los jóvenes y de sus padres fue fundamental para su regreso al Concejo de Doral.
Reversadas Enmiendas a la Carta Constitutiva
Las últimas cinco preguntas de la boleta incluían enmiendas adicionales propuestas por el Concejo, como complemento a las sugeridas por la Comisión de Revisión de la Constitución, de las cuales la mitad fueron aprobadas en el mes de Agosto.
En ese momento 1,106 votos (55.12%) aprobaron que la contratación o despido de los Oficiales de la Ciudad, en particular el Administrador, se realizara a través de un proceso de nominación y reclutamiento de un comité, no del Alcalde. Esta enmienda fue reversada. Acaba de aprobarse con un total de 3,271 votos (53.75%) que el Alcalde pueda nominar el reemplazo del Administrador dentro de un tiempo prudencial determinado por el Concejo y que si ninguno es nominado, entonces los Concejales pueden hacerlo.
También hace tres meses se aprobó, con 1,119 votos (55.77%) que los oficiales electos en Doral solamente podrían servir un máximo de dos periodos. Esto acaba de ser modificado, al aprobarse con apoyo del 58.59% (3,640 votos) que quienes hayan servido por dos periodos puedan volver a participar en elecciones después de un descanso de cuatro años, sin incluir aquellos que hayan pasado de Concejal a Alcalde. Esto beneficia al Alcalde Boria, quien con la enmienda que ha sido reversada se veía impedido de nominarse para reelección en 2016, pues ya sirvió como Concejal de 2010 al 2012, antes de ser elegido Alcalde.
Las otras enmiendas adicionales que fueron aprobadas son:
- Modificación del proceso de Revisión de la Constitución: la votación de enmiendas se hará coincidir con elecciones primarias o generales y todas las reuniones de la Comisión de Revisión deberán ocurrir después de horario de trabajo para permitir la participación del público.
- Segunda Vuelta Electoral: Se establece que, de ser necesaria, una segunda vuelta electoral deberá tener lugar el primer martes de Diciembre, para evitar que coincide con la celebración de Acción de Gracias.
- Personal Legislativo del Concejo: El Alcalde y Concejales, en lugar del Administrador, podrán directamente contratar, supervisar, dirigir y remover a sus asistentes legislativos.
¿Hubo acaso un ‘cambio de opinión’ en los votantes que decididamente habían aprobado las enmiendas hace apenas tres meses? Realmente no. Quienes no participaron votando en las primarias decidieron hacerlo en esta ocasión en su mayoría apoyando la revocación de las enmiendas recién aprobadas.
Este resultado pareciera a primera vista confuso o inconsistente con el de la Primaria, pero al revisar la proporción numérica de los votantes puede apreciarse que en Doral la gente que se acercó a las urnas realmente puso interés en tomar una decisión informada, tomando en cuenta la referencia y opinión de líderes de la comunidad. Los resultados muestran que muchos no comprendieron el rol e importancia de la Comisión de Revisión de la Constitución y prefirieron apoyar las propuestas del Concejo.
Las ‘enmiendas que modificaban las otras enmiendas’ recibieron un rechazo de aproximadamente un 40% (+/-2,500 votos) consistente con la cantidad de votos que las aprobó en Agosto. El 95% de quienes votaron por el puesto en el Concejo también opinaron sobre las enmiendas; la decisión sobre el puesto arrastró el interés de los votantes al respecto.
Independientemente de los resultados, la belleza de la democracia está en la participación, y ver que los nuevos electores de Doral toman en serio la importancia de expresar sus opiniones es alentador. La población de Doral está madurando y eso es importante para el progreso de la ciudad.
Las facilidades para participar están consagradas en la Constitución. Solo resta que la ciudadanía realmente aproveche todas las oportunidades y participe activamente.
