Academic recognitions and a surprise from the White House during Doral Council Meeting.
May Meeting Summary

The first Council meeting starting under new schedule (morning session at 10 am, evening session promptly at 6pm) lasted six hours and plenty of varied discussions took place including: the visit of the Mayor of Barranquilla; the planting of 1000 golden trees per year in open areas; a follow up on the municipal library idea; the permit for a painted wall by ESPN and the close-out statement for the Miss Universe Pageant, along with the passing on first reading of an ordinance that stablishes a procedure for submission of items to the Council by advisory boards and on second reading of the “Odor Ordinance”.
The proximity of the end of the school year allowed the inclusion of recognitions for academic excellence to several students from Doral schools, but the highlight of the session was a special presentation coming from the office of the President of the United States (POTUS).
- Special Presentation from the White House for the Mejia Siblings
The special condition of the siblings Sebastian and Alejandro Mejia and the optimism that they and their families maintain facing their health issues have gained the hearts of the community. They filmed a video for President Obama expressing their admiration for him and the diligence of the Council and members of the City staff allowed for it to reach the White House.
In response, POTUS sent a heart-warming letter for the Mejia Siblings, expressing admiration to their bravery and ensuring that he and the First Lady will keep them and their family in their thoughts and prayers. Vice Mayor Ruiz arranged for the letter to be delivered to the children within the Council Meeting.
Upon receiving the letter Sebastian said “This is the best city. Thank you for helping us.” And their mother showed her deep appreciation for the Council and Staff devoting time to provide her children with this incredibly special way of fulfilling their dreams in the face of their health struggles.
Academic Recognition for Perfect Attendance
A special Recognition Certificate was delivered to Flor Casañas, who will graduate #2 in the Class of 2015 at Ronald Reagan/Doral Senior High School, and besides her outstanding grades has achieved Perfect Attendance for twelve years within the Public School system. Never absent from school, she credits her academic success to her dedication and perseverance.
The Mayor commended Ms. Casañas and her family for her dedication and responsibility, setting a true example of citizenry for all the youth in the City of Doral.
- Recognitions to Relay for Life sponsors and teams
Councilwoman Fraga delivered certifications of appreciation to all the teams of City employees who devoted personal volunteer time to participate in the Relay for Life event. She was recognized and commended for the success of the event that collected more than US$100,000 and counted with the enthusiastic involvement of the community.
- Recognition for Lifesaving Award
Officers Leonel Ochoa, Christopher Fabregas, Jeff Mederos and Danil Ramirez from the City of Doral Police Department received a well-deserved recognition for their team efforts, quick work and effective actions to save the life of a suicidal person who jumped from the bridge on 97th Avenue and 836 in the month of March.
Their actions exemplify their commitment to public service and the protection of the citizens of Doral.
- “Feel the Beat” Special Need Dance Program recognition
Young talented participants on this program from Parks and Recreation proudly received their certificates, along with their coaches and team members, who have worked with them on preparing presentations that have showcased in the community the results of this program sponsored by the City of Doral for its residents with special needs.
- Close-out statement for the Miss Universe Pageant
The City Attorney presented the final statement on the Miss Universe Pageant, concluding that the net amount the City received from sponsorship was of US$ 1 million and therefore the MUO waived the final payment expected to complete the $2.5Million hosting fee.
The City Manager was instructed to put on the City’s website all the documents related to the economic impact report and the close-out statement, for the public to have access to all the information.
- Golden Tree Planting initiative discussion
Councilwoman Ana Maria Rodriguez submitted this discussion, a follow up of a proposal from 2013, suggesting initiating conversations with Miami-Dade County to fund the initiative through the “One Million Trees for Miami” program.
The idea is planting yellow or golden flowered trees and shrubs around the city, that can actually give Doral a “Golden” (Dorado in Spanish) look. It would allow in the future develop other initiatives similar to the “Cherry Blossom tree festival” that occurs in D.C. at the beginning of spring and attracts many visitors.
It was approved to initiate conversations with the County to explore the possibility of accessing those funds.
- Ordinances approved:
Among other legislations, the Council passed on First Reading the ordinance that prohibits inappropriate burning in open spaces in the City. Dimensions and details that define the violations are detailed in the text, but in any case will it affect regular house BBQs that comply with the dimensions and safety measures.
In Second Reading it was approved the “Odor Ordinance”, that constitutes a first step in controlling odor violations in Doral. It regulates odors that emanate from locations within the city and was not developed to target any specific property or entity.

Reconocimientos Académicos y sorpresa desde la Casa Blanca en Concejo Municipal de Doral

En el mes de Mayo se iniciaron las reuniones del Concejo con el Nuevo horario (10 am en las mañanas, 6pm en las tardes). Entre los puntos discutidos se estuvieron: la visita de la Alcaldesa de Barranquilla; iniciativa de plantar árboles dorados en áreas abiertas; informe de cierre del Miss Universo; pase en primera discusión de la ordenanza para propuestas de los Consejos Asesores y en segunda discusión de la ordenanza de “Control de Olores”.
La cercanía del fin del año escolar agregó el otorgamiento de reconocimientos por excelencia académica a estudiantes de las escuelas de Doral, pero el mayor reconocimiento vino de la Oficina del Presidente de los EEUU (POTUS)
- Presentación especial desde la Casa Blanca para los Hermanos Mejía
La condición especial de los hermanitos Sebastián y Alejandro Mejía, y el optimismo que tanto ellos como su familia mantienen para enfrentar sus situaciones de salud les han ganado el cariño de toda la comunidad.
Ellos filmaron un video saludando al Presidente Obama y expresándole su admiración. Personal de la Ciudad y miembros del Concejo hicieron los trámites necesarios para hacer llegar ese video a la Casa Blanca y la respuesta de POTUS no se hizo esperar.
A principios de mes se recibió una cálida carta de parte del Presidente y la Primera Dama, dirigida a los hermanos Mejía, expresando su admiración por su valentía frente a sus situación de salud y su optimismo y deseos de salir adelante. En su carta, el Presidente además les asegura que les mantendrá en sus pensamientos y oraciones.
La Vice Alcalde Ruiz organizó el momento para entregar sorpresivamente la carta a Sebastián y Alejandro durante la reunión del Concejo.
Al recibir la noticia Sebastián dijo: “Esta es la mejor ciudad que he conocido; Gracias por ayudarnos.” Y su madre manifestó su aprecio y agradecimiento al personal de la Ciudad, el Alcalde y los concejales por dedicar su tiempo para proporcionarles a sus hijos esta maravillosa manera de lograr sus sueños.
- Reconocimiento por Asistencia Perfecta
Flor Casañas, estudiante de Ronald W. Reagan/Doral Senior High School, recibió un certificado especial por su excelencia académica y por haber logrado Asistencia Perfecta durante toda su escolaridad, un total de 12 años.
Flor se graduará en el segundo puesto de la Clase del 2015 y en el otoño comenzará a estudiar Gerencia Deportiva en Michigan. Su presencia constante en la escuela, su dedicación y perseverancia han sido la clave de su éxito escolar.
El Alcalde la felicitó a ella y su familia por su dedicación y responsabilidad, que constituyen un verdadero ejemplo de ciudadanía para la juventud de la Ciudad de Doral.
- Reconocimiento a los patrocinantes y equipos de Relay for Life
La Concejal Fraga entregó certificados de agradecimiento a los equipos de empleados de la Ciudad que entregaron su tiempo libre y voluntario para participar en el Relay For Life. Ella también recibió un reconocimiento por el éxito del evento, que logró colectar más de US$100,000 y contó con la entusiasta participación de la comunidad.
- Reconocimiento al Programa “Feel the Beat”
Los talentosos jóvenes que participan en el programa “Feel the Beat” destinado a la población con necesidades especiales, recibieron certificados junto a sus entrenadores y otros miembros del equipo que ha trabajado con ellos para prepararlos en las presentaciones que muestran a la comunidad los resultados de este programa organizado por el Departamento de Parques para los miembros especiales de la ciudad.
- Declaración de cierre del caso Miss Universo
El Abogado Municipal presento la declaración de cierre del caso Miss Universo, concluyendo que el monto neto que la Ciudad recibió de los patrocinadores fue US$1 Millón y por lo tanto la MUO eliminó el pago pendiente por parte de la Ciudad para completar los US$2.5 Millones de la Cuota de Anfitrión.
El Administrador Municipal recibió instrucciones de colocar disponible en el website de la Ciudad todos los documentos del reporte de impacto económico y la declaración de cierre, para que el público tenga completo acceso a todos los detalles de la información.
- Discusión sobre los Arboles Dorados
La Concejal Ana María Rodríguez propuso esta discusión, que hace seguimiento a una similar presentada en 2013, sugiriendo iniciar las conversaciones con el Condado Miami-Dade para contemplar la posibilidad de utilizar para esta iniciativa los fondos del programa “Un millón de árboles para Miami.”
La idea es plantar árboles y arbustos con flores amarillas o doradas a lo largo de la ciudad, lo cual le daría ciertamente su carácter de “Ciudad Dorada”. Una vez logrado esto podrían desarrollarse otras iniciativas, similares al festival de los Cerezos de D.C.
Se aprobó iniciar conversaciones con el Condado para explorar las posibilidades de acceso a los fondos del programa de “Un Millón de Árboles.”
- Ordenanzas aprobadas:
El Concejo aprobó en Primera Discusión la ordenanza que prohíbe la quema inadecuada en espacios abiertos de la Ciudad. La definición detallada de las dimensiones y ubicaciones que estarían violando la norma están en el texto de la ordenanza, pero en cualquier caso no afectan las Parrilleras y otros elementos individuales que cumplen con las dimensiones y medidas de seguridad.
En Segunda Discusión se aprobó la “Ordenanza de los Olores” lo cual constituye un firme primer paso para controlar las violaciones de Olores en Doral, estableciendo normas para los olores emanados en sitios ubicados dentro de la ciudad, aun cuando no fue desarrollada tomando en cuenta ninguna ubicación o entidad en particular.
