Do you really know your neighbors?
How to create safer communities?

The recent news in Cleveland when Amanda Berry, Gina DeJesus and Michelle Knight were finally released after remaining captive and victims of abuse for a decade has caused a great impact on our society and has raised many questions in our minds about our neighborhoods. One of the most striking details of this sad story is that Ariel Castro, one of the three men accused of the kidnapping, was a man of good reputation in his neighborhood, “a jovial and friendly man who loved to work with children” as it was described by those who thought they knew him. He was even a friend of one of the victims’ families and, as a consequence, a good citizen who did not raise any suspicion in them.
While this news moved the entire country, Doral was also in the spotlight because of the arrests of some young Doral residents growing, using and distributing drugs in communities considered to be free of such activity.
Surprisingly, some of the nearby residents involved in the news described above were forced to meet each other because of the circumstances but this probably wouldn’t have happened before due to many reasons: busy lives and lack of free time, occupations, culture or language differences, and apathy, to name just a few factors which contributed to them being strangers even though they were neighbors. At this point, a natural reaction is to take a look at our own lives for risks and ask why we know so little about our neighbors; or if we can at least identify them when we see them. Can we trust them?
Although it was recently said otherwise, Doral is one of the few cities that one can feel safe by having a trained Police Department, with the right resources and knowledge to be effective in research and monitoring criminal cases. Officer Luis Martinez, assigned to the Community Research Unit shared important aspects that any city resident should keep in mind to avoid such cases as those mentioned above.
Officer Martinez identified three key factors: “Communication, Anonymous Report, and Prevention and Education Tools available just a click away on the City of Doral website.”
Communication: This covers the interaction with neighbors and family:
- Neighbors: The first important step of communicating with neighbors is to dedicate time in getting to know those who share your neighborhood. Try to identify who they are, their vehicles, etc. Although this does not guarantee that someone who lives next door is a reliable person, at least it gives you the opportunity to quickly identify any unknown visitor vehicles, suspicious people or activity, etc.
Another good advice is to attend neighborhood association meetings, to form or join a neighborhood watch group, or any other activity that helps unify members of the communities. Usually by participating in meetings or groups of this kind, people get to know each other, and they can express their ideas and get updated with the problems of their communities and thus be more alert for any eventuality. Their involvement also allows communities to make better decisions regarding safety and lower the cases of risk.
- Family: It cannot be emphasized enough the importance of having an eye on the children and getting involved in their lives. From the very beginning when welcoming babies to a family, parents should foster an environment of trust in which children feel free to talk, ask questions and discuss with their parents any idea in a free way and without taboos. Since infancy, children must learn that it is an act of love, respect and safety to communicate to parents where they are, who they are with and what they are doing. Parents should take the time to get involved in the lives of their children, know their friends, their likes and dislikes, their concerns, and their interests, because only in that way can they protect them. This is a subject so vast that we could well do an exclusive article about it, but the most important idea here is to strive to maintain open communication channels and become part of the lives of the children.
Anonymous Report: Doral consists of many people from many different nationalities and it takes time to learn the cultural differences of each nation, the behaviors, and what is considered normal or out of place, etc. But one of the first things we should do, according to Officer Martinez, is to learn that there are means to report anonymously inappropriate behavior and we should get used to it. Because of their customs or out of fear of losing a good relationship with their neighbors, some people are ashamed to report a person who is constantly listening to music at high volume late at night or they might think it’s harmless that young people are talking or joking around their houses at certain times as it could be a “normal activity” in their country of origin. However, when we learn that to report such situations helps protect our community and acting on time could prevent a tragedy, the vision of the situation changes. If nothing negative is found, reporting does not damage the reputation of the residents but it has sent a message to the community that the police are watching.
In Miami Dade and especially in our city, there is a citizen’s right to remain anonymous when making a complaint, report a suspicious activity or simply express a concern. “Completely anonymous, residents can report any act that causes them concern about their neighbors without fear of losing their friendship on a daily basis,” emphasized Officer Martinez.
In order to do this, the county has made the website www.crimestoppersmiami.com where anyone can make their reports and find information of interest. Reports can also be made by phone by calling these numbers: 305-471-TIPS (8477) or 1-866-471-8477. Text messages can also be sent to 274636 (CRIMES) as an additional option of privacy. In our city, complaints may be made by calling 305 4-POLICE, 311 or 911.
It is very important to mention that to feel responsible for reporting irregularities does not mean that residents should consider themselves agents and get the right to overlap the work of the police. It is precisely the police who are responsible for conducting the necessary investigations and it is their job to enforce the law but definitely they can do a better and more effective job if residents actively support them.
Prevention and Education Tools: Being prepared is very important. We should not expect extreme cases to start educating ourselves and teaching our family on precautionary measures. On the City of Doral webpage under the Section “Police Department” there is a wide range of security-related documents about drugs, crime prevention, natural disasters, etc. which are well worth reading. The more trained we are on how to react in an emergency and day-to-day activities, the better results we are going to get. Prevention is key for all these cases.
Doral Police also offers by-request talks for communities, groups, associations … in general for all residents and business owners. Officers are prepared to suit any local need and give lectures on the topics that different groups need or request. This is especially useful for communities as a tool to ensure that all residents are aware of what is happening around them and everyone can assist in keeping their communities safe from crime, drugs and vandalism.
In circumstances such as those mentioned at the beginning of this article, it is important to remember that it is not healthy to develop obsessive behaviors, overreact in normal situations or label all strangers as suspects. However, caution is never enough and it is important to remain vigilant, being attentive to important details, taking time to educate yourself on what to do in cases of emergency, raising awareness among children about safety, and maintaining good communication with our family, neighbors and police.

¿Conoce realmente quienes son sus vecinos?
¿Cómo crear comunidades seguras?

Gran impacto causo la noticia de Cleveland a principio de mes de mayo, cuando las jóvenes Amanda Berry, Gina DeJesus y Michelle Knight fueron finalmente liberadas después de haber permanecido cautivas y víctimas de abusos por una década. Una de los aspectos más impactantes de esta penosa historia es que, Ariel Castro, uno de los tres acusados de los secuestros era un hombre de respetable reputación en su vecindario, “un hombre jovial y a quien le gustaba trabajar con niños” según afirman los que hasta entonces pensaban conocerlo; amigo de la familia de una de las víctimas y por supuesto, un buen ciudadano que no despertaba sospecha.
Mientras esta noticia conmovía el país entero, Doral también hacia noticia entre sus residentes al realizarse hallazgos y detenciones por cultivo, consumo y distribución de drogas en urbanizaciones que hasta entonces se pensaban libres de este mal.
Sorprendentemente tuvieron que suceder esas noticias para que algunos vecinos de esas zonas se conocieran pues debido a múltiples razones, a veces tiempo, ocupaciones, desinterés, diferencias de cultura o idiomas, apatía, por nombrar solo algunos factores, no habían llegado siquiera a verse las caras unos a otros. Es precisamente aquí donde muchos se han cuestionado, ¿Por qué sabemos tan poco sobre nuestros vecinos? O si los identificamos al menos de vista, ¿Puedo confiar en ellos?
Es normal que bajo eventos como estos evaluemos nuestras propias vidas de cara a los riesgos que nos rodean y pensemos como prevenir una situación similar. Algunos de estos vecinos pudieron haber identificado circunstancias sospechosas pero tal vez no sabían cómo o no se atrevieron a denunciarlas, y si lo hicieron, tal vez no persistieron en hacer un seguimiento con las autoridades.
A pesar de que se intente decir lo contrario, el Doral es una de las ciudades que puede sentirse segura de contar con un Departamento de Policía capacitado, con los recursos y conocimientos para ser eficaz en la investigación y seguimiento de casos criminales. El oficial Luis Martínez, asignado a la unidad de Investigación Comunitaria compartió con nuestra redacción algunos aspectos importantes que los residentes de cualquier ciudad deben tener en cuenta para evitar casos como estos.
El oficial Martínez identifico tres factores fundamentales: “Comunicación, Reporte Anónimo, Herramientas de Prevención y Educación disponibles a solo un clic de distancia en la página web de la Ciudad del Doral”.
Comunicación: Este punto abarca la interacción con los vecinos y la familia:
- Vecinos: El primer paso importante es dedicar tiempo a conocer los que comparten su vecindario, identificar quienes son, los vehículos de su comunidad, etc. Es cierto que esto no garantiza que quien viva en la puerta de al lado sea una persona confiable, pero al menos le da la oportunidad de identificar con rapidez cualquier desconocido, vehículos visitantes, personas sospechosas y similares.
Otro punto es asistir a las reuniones de las asociaciones vecinales, formar grupos de monitoreo, y cualquier otra actividad que los una como vecinos. Por lo general si participar en reuniones o grupos de este tipo podrá mantenerse al día con la problemática de su urbanización y de esta manera estar más alerta ante cualquier eventualidad. Su participación activa también le permite participar en la toma de decisiones concernientes a la seguridad que disminuyan los casos de riesgo en su sector.
- Comunicación familiar: No puede enfatizarse suficiente la importancia de tener un ojo sobre los hijos e involucrarse en sus vidas. Desde pequeños los padres deben fomentar un ambiente de confianza en la que los hijos se sientan libres de hacer comentarios, preguntas y hablar con los padres sobre cualquier tema con libertad y sin tabúes. Desde infantes los hijos deben aprender que es un acto de amor, respeto y seguridad el comunicar a los padres donde están, con quien están y que hacen. Los padres deben tomar el tiempo para involucrarse en la vida de sus hijos, conocer sus amistades, sus gustos, sus preocupaciones, sus intereses pues solo de esa manera pueden protegerlos adecuadamente. Este es un tema tan extenso que bien pudiéramos hacer un artículo exclusivo, pero la idea más importante es luchar por mantener abiertos los canales de comunicación y formar parte de la vida de los hijos.
Reporte Anónimo: En el Doral se mezclan muchas nacionalidades y toma tiempo aprender las diferencias culturales de cada nación, las conductas, lo que se considera normal o fuera de lugar, etc. Pero una de las primeras cosas que debemos aprender, según nos comenta el Oficial Martínez, es que existen medios para reportar de forma anónima, conductas inapropiadas y debemos habituarnos a hacerlo. Algunos, por sus costumbres o por temor a perder la buena relación con sus vecinos, le da pena reportar a un vecino que constantemente escucha música con elevado volumen a altas horas de la noche, o considera inofensivo jóvenes hablando o bromeando en los alrededores de sus casas a ciertas horas pues piensa que es algo “normal en su país”. Sin embargo, cuando aprendemos que reportar este tipo de situaciones es una protección para la comunidad y que actuar a tiempo pudiera evitar una tragedia, la visión de la situación cambia. Si no se encuentra nada negativo, no se daña la reputación de los residentes pero se habrá enviado un mensaje a la comunidad que la policía esta vigilante.
En Miami Dade y especialmente en nuestra ciudad, existe un derecho ciudadano de permanecer anónimo al hacer una denuncia, un reporte por sospechas o simplemente manifestar una inquietud. “Los residentes pueden reportar cualquier acto que le cause preocupación sobre sus vecinos y de forma totalmente anónima sin temor a perder la amistad y el trato cotidiano” agrega el oficial Martínez.
Para ello el condado ha hecho disponible la página web www.crimestoppersmiami.com donde podrá hacer sus denuncias y consultar información de interés. También pueden hacerse reportes por teléfono a través de los números 305-471-TIPS (8477)
o 1-866-471-8477. Enviar mensajes de texto al 274636 (CRIMES) es otra opción. En nuestra ciudad, las denuncias pueden hacerse al 305 4-POLICE, al 311 o al 911.
Es muy importante mencionar que sentirse responsable de reportar irregularidades no significa que los vecinos se consideren agentes de vigilancia y resten importancia al trabajo de la policía. Precisamente es a la policía a quien le corresponde hacer las investigaciones del caso pero su trabajo es más eficaz si los residentes apoyan activamente.
Herramientas de Prevención y Educación: El estar preparado es muy importante. No debemos esperar a casos extremos para comenzar a aprender y enseñar a nuestra familia sobre medidas de precaución. En la página de la Ciudad del Doral bajo la sección del Departamento de Policía hay una amplia selección de documentos relacionados con seguridad, drogas, prevención de delitos, desastres naturales, etc. que bien vale la pena el estudio. Mientras más educados estemos sobre las herramientas disponibles, mas sabremos cómo reaccionar en circunstancias de emergencia. La prevención en clave en estos casos.
La policía del Doral también ofrece charlas de preparación para comunidades, grupos, asociaciones… en general para residentes y comerciantes. Los oficiales están dispuestos a ajustase a sus necesidades y dictar charlas de los temas que su grupo necesite. Esto es especialmente útil para comunidades como una herramienta para asegurarse que todos los residentes estén enterados de lo que sucede a su alrededor y todos puedan colaborar en mantener sus comunidades libres de crímenes, drogas o vandalismo.
Ante circunstancias como las que mencionamos al inicio de este artículo, debemos recordar que tampoco es saludable desarrollar una conducta obsesiva, reaccionar exageradamente o tener desconfianza de todo el mundo. Sin embargo, la precaución nunca sobra y es importante no bajar la guardia, es decir, estar atentos a los pequeños detalles, educarnos en qué hacer en casos de peligro, concientizar a nuestros hijos en cuanto a la seguridad, mantener una buena comunicación con nuestra familia, vecinos y policía.
