THE CITY OF DORAL INCENTIVIZES THE INSTALLATION OF SOLAR PANELS
Taking advantage of the resources of the Sunshine State.

The City of Doral is trying to incentivize the use of solar energy as an alternative way to save energy and the use of natural resources by waiving the payment of the permit to install solar panels in homes.
This decision was approved unanimously by the City Council after Councilwoman Christi Fraga presented her proposal. This is a way to push the use of renewable solar energy and a way for the residents to consider moving to self-sufficient energy sources and free of pollution, while they get important savings in their electric bill.
Let’s remember that in 2008, the City of Doral adopted a “Green Master Plan” to keep its natural resources, improve the quality of life, support the economic growth and leave a sustainable legacy for the future generations in Doral. The resolution to waive permit fees for the installation of solar panels is comprised within this “Green Master Plan.”
One of the most recognized residents of the City of Doral, Mr. Morgan Levy, participated in the Council Meeting session which approved this resolution. He spoke about the importance of creating policies supporting solar energy and alternative ways to save in energy and the natural resources.
“Our intention to remove the permit’s fee is to encourage the use of solar renewable energy in our community. Given that we live in the Sunshine State, I believe that we must take advantage of solar energy and improve the use of our natural resources, while we also spend less in electricity,” explains Councilwoman Fraga.
Other benefits that the City of Doral offers to those who are interested in installing solar panels in their homes, are the Property Assessed Clean Energy Program (PACE) and the Façade Improvement Grant Program. These assist the residents and owners of commercial properties to finance the improvements in their properties as part of the integral beautification program of our city.
This means that all the people who want to install solar panels in their properties, won’t have to pay the permit fee that is required by the City of Doral and they will also be able to finance this installation through the PACE program. “In summary, they will help with the conservation of the environment and will be saving money in their electric bills,” stated Councilwoman Fraga.
With the approval of this initiative, Doral joins the cities of Miami Beach, South Miami, Miami Shores, Miami Springs, Cutler Bay and Coral Gables, among others in the State of Florida, where these types of resolutions have been approved or are in the process of being approved eliminating the fees to the permits for the installation of solar panels.
For example, the city of Cutler Bay has just passed this resolution and they have already reduced their fees in 65%, for this reason Mr. Esteban Bovo, Commissioner for District 13 is hopeful that he will get the approval to eliminate this fee for solar panels in all Miami Dade County.
HOW DO SOLAR PANELS WORK?
Now, the question that a lot of people have is, how do solar panels work? Photovoltaic cells turn the luminous energy from the Sun into electric energy. An inverter then converts the electricity that is generated by the panels from direct current into alternate current, which can then be used for the appliances in your home. The Solar Panels are connected to your roof through a railing system.
The above explanation about Solar Panels, comes from the Solar United Neighbors’ webpage, a Foundation dedicated to promoting the use of solar energy since 2007 and according to which, solar panels have a life expectancy of 25 years or more. They assure that the vast majority of the systems come with warranties for the production of energy, the different parts used and labor.
Regarding the maintenance, Solar United Neighbors states that the solar panels do not have mobile parts. For this reason, they do not need much to assure that your system will work properly. You will not need to clean the panels because the rain will “wash” them. In case of snow, it will absorb the heat which will help the snow to melt quickly.

La iniciativa de la concejal Christi Fraga se enmarca dentro de los planes de conservación ambiental y ahorro energético de la Ciudad de Doral

A través de la eliminación del pago de permisos para la instalación de paneles solares en las viviendas, la Ciudad de Doral intenta incentivar el uso de la energía solar como una forma de ahorro energético y aprovechamiento de los recursos naturales.
Esta decisión fue aprobada por unanimidad por el Concejo Municipal, tras la propuesta presentada por la concejal Christi Fraga en un intento de alentar el uso de energía solar renovable y de que los residentes puedan considerar migrar a formas de energía autosustentables y libres de contaminación, mientras consiguen ahorros importantes en su factura de electricidad.
Recordemos que, en el 2008, la ciudad de Doral adoptó un Plan Maestro “Green” para conservar recursos, mejorar la calidad de vida, reforzar la vitalidad económica y dejar un legado sostenible para las generaciones futuras de Doral, dentro del cual se enmarca esta resolución en la que la alcaldía renuncia a las tarifas de permisos para la instalación de paneles solares.
Incluso, uno de los residentes de la Ciudad de Doral, Morgan Levy, participó en la sesión del Concejo Municipal en la que fue aprobada esta resolución, mencionando la importancia de promulgar políticas que apoyen la energía solar y otras formas alternativas de ahorro energético y conservación de recursos naturales.
“Lo que pretendemos, al eliminar el pago de este permiso, es alentar el uso de energía solar renovable en nuestra comunidad. Ya que vivimos en el “Sunshine State” creo que debemos aprovechar la energía solar para un mejor uso de los recursos naturales y a la vez lograr que las personas gasten menos electricidad”, explica la concejal Fraga.
Otra ventaja que la Ciudad de Doral ofrece a quienes deseen instalar paneles solares en sus viviendas es el programa Property Assessed Clean Energy Program (PACE) y el Façade Improvement Grant Program, por sus denominaciones en inglés, que ayuda a residentes y comerciantes a financiar las mejoras en sus propiedades inmobiliarias como parte del desarrollo integral y embellecimiento de nuestra localidad.
Esto quiere decir que aquellas personas que quieran instalar paneles solares en sus propiedades, no tendrán que pagar el permiso requerido por la Ciudad de Doral y además podrán financiar este trabajo a través del programa PACE. “En resumen, van a ayudar con la conservación del medio ambiente y van a ahorrar dinero en sus facturas de pago de electricidad”, comentó la concejal Fraga.
Con la aprobación de esta iniciativa, Doral se suma a las ciudades de Miami Beach, South Miami, Miami Shores, Miami Springs, Cutler Bay y Coral Gables, entre otras de todo el estado de la Florida, en las que ya han sido promulgadas o están en proceso de promulgación las resoluciones que eliminan las tarifas de permisos para instalaciones de paneles solares.
Por ejemplo, la ciudad de Cutler Bay acaba de pasar está resolución y ya han reducido sus tarifas en un 65%, por lo que el comisionado del Distrito 13, Esteban Bovo, aspira lograr la aprobación de esta eliminación de pago de permisos en la instalación de paneles solares en todo el condado de Miami-Dade.
¿CÓMO FUNCIONAN LOS PANELES SOLARES?
Ahora, la pregunta que muchos se hacen es cómo funcionan los paneles solares? Células fotovoltaicas convierten la energía lumínica del sol de energía directa a energía eléctrica. Un inversor luego convierte la electricidad generada por los paneles de corriente directa a corriente alterna la cual puede ser utilizada para los electrodomésticos de su hogar. Los paneles son conectados a su techo por un sistema de rieles.
