Immigration, Infrastructure and Affordable Housing among key issues discussed

As every winter for the past 86 years, Washington D.C. received top local elected officials from all over the country, attending the U.S. Mayors Conference meeting on January 24th. Mayor Juan Carlos Bermudez was there this year representing the City of Doral. Out of the 248 mayors in attendance, fourteen were from Florida, including newly elected City of Miami Mayor Francis Suarez.

The US Conference of Mayors is an organization created in 1932 to give a voice to local governments in front of the federal government. According to its mission statement, the conference works to “promote the development of an effective national city and metro area focused policy; strengthen federal-city relationships; ensure that federal policy meets urban needs; provide mayors with leadership and management tools that allow them to do their jobs better and become effective leaders” and create a forum for mayors to share ideas, information and best practices.

During this year’s winter meeting the main issues in the agenda were immigration, infrastructure, economy and international trade, innovation and affordable housing.

Mayor Bermudez serves on the organization’s Advisory Board that along with the Executive Committee develops and guides the policies and programs within the Conference.  As a united voice of elected officials in front of the federal government, the members of the organization are able to promote policies that benefit local communities around the nation.

Working together on common issues

Mayor Bermudez was glad to have the opportunity to be part of this organization again as he was very actively involved during his first administration. “The Conference is a good opportunity to work together with Mayors in the US on issues that impact all of us”.

The need to secure federal funds to improve infrastructure was one of the most important discussions in the event. “Doral is in the middle of Miami-Dade County, there is a number of traffic issues. Our roads can and should be improved but for that we need to make sure the federal government helps the local governments to get access to the funding to be able to improve our roads. I am on the transportation and the international committee here. These are main issues that we have in Doral and all across the county.”

Besides local taxes, municipalities depend on county, state and federal funding to operate and provide their residents with the services they deserve. Therefore opportunities like the Conference allow Mayors to identify sources of funds for important projects in their communities.

“These conferences always have been good for us in the City of Doral” said Bermudez, “way back then we were able to get almost a million dollar grant for the cameras that recognize the tags to keep the city secure, not the red light cameras but the Tag Recognition Program. That came from a grant from the US government, called de COPS grant.”

Presenting issues as a unified voice to the federal government has proved beneficial for the communities over the years. “One of the things that we are trying to find is issues that we can work on when we go to the White House and the Congress that have high impact. The more important issue right now continues to be the infrastructure funding. The USA has great roads, great bridges, great infrastructure but a lot of it has not been improved for 40 to 50 years, since probably the late 1950s early 60s.”

Bermudez considers that cities need to make sure the federal government recognizes that reducing bureaucracy from federal funds will make easier to municipalities to receive them and improve communities faster. “That is going to be probably one of the most important things that we as cities can do, to make sure the funds that come from the federal government don’t get stuck in the capitals but come directly to us, to our communities.”

Affordable housing and immigration

Several Discussions on how to develop legislation that regulate affordable housing took place during the meeting. “Workforce housing is a big issue for all South Florida, including Doral” said Bermudez. “We are trying to make sure teachers, police officers, workers, are able to afford to live in our cities and we need to get informed on how to create regulations and attract those people that make our cities grow.”

Across the nation immigration is one of the most important issues as well. The recent federal policies and actions taken regarding immigrants, especially those young people benefited by DACA were discussed at length at the meeting. Mayor Bermudez commented on that regard that he believes “when young kids have been raised here they certainly deserve the right to be legalized, which is one of the issues that we’ve seen more in the press.”

He also expressed his desire for a true bipartisan effort to develop an effective and fair immigration reform. “This is a country of immigrants, one of the things very important to recognize is that many of the successful business people are immigrants, and they bring good jobs and help create jobs, their children are born here and become Americans.”

“I think the most important message from the Mayors is let’s have true and successful immigration reform. Let’s put everybody on the table and have the discussion […], let’s all sit down and try to figure out a process where the US can have a fair and equitable immigration process and people do not have to come here illegally. And at the same time have the rules that apply and protect our borders, as everyone else does, but without forgetting this is a country of immigrants” concluded Bermudez.

The annual Summer Meeting of US Mayors will take place next June in Boston.

Inmigración, Infraestructura y Vivienda estuvieron entre los puntos clave

Alcalde Bermúdez Asiste a Conferencia de Alcaldes en Washington DC

Como todos los inviernos durante 86 años, Washington D.C recibió a los principales funcionarios electos locales de todo el país, que asistieron a la reunión de la Conferencia de Alcaldes de los EE. UU. El alcalde Juan Carlos Bermúdez estuvo presente este año representando a la ciudad de Doral. De los 248 alcaldes que asistieron, catorce eran de Florida, incluyendo al recién elegido alcalde de la Ciudad de Miami, Francis Suárez.

La Conferencia de Alcaldes de los Estados Unidos es una organización creada en 1932 para dar voz a los gobiernos locales frente al gobierno federal. Durante la reunión de invierno de este año, los principales temas en agenda fueron inmigración, infraestructura, economía y comercio internacional, innovación y vivienda asequible.

El Alcalde Bermúdez participa en la Junta Asesora de la organización que, junto con el Comité Ejecutivo, desarrolla y guía las políticas y programas dentro de la Conferencia. Como una voz unida de funcionarios electos frente al gobierno federal, los miembros de la organización pueden promover políticas que beneficien a las comunidades de todo el país.

Trabajando juntos por el bien común

 Bermúdez se alegró de tener la oportunidad de ser parte de esta organización nuevamente ya que estuvo muy involucrado activamente durante su primer gobierno. “La Conferencia es una buena oportunidad para trabajar junto con Alcaldes en los EE. UU sobre los temas que nos impactan a todos”.

La necesidad de asegurar fondos federales para mejorar la infraestructura fue una de las discusiones más importantes en el evento. “Doral está en el medio del Condado de Miami-Dade, hay una serie de problemas de tráfico. Nuestras vías pueden y deben mejorarse, pero para eso debemos asegurarnos de que el gobierno federal ayude a los gobiernos locales a obtener acceso a los fondos para poder mejorar nuestras carreteras. Estoy en el Comité Internacional de Transporte aquí y estos son los principales problemas que tenemos en Doral y en todo el condado”.

Además de los impuestos locales, los municipios dependen de los fondos del condado, estatales y federales para operar y proporcionar a sus residentes los servicios que se merecen. Por lo tanto, oportunidades como la Conferencia permiten a los alcaldes identificar fuentes de fondos para proyectos importantes en sus comunidades.

“Estas conferencias siempre han sido buenas para nosotros en la ciudad de Doral”, dijo Bermúdez, “en el pasado pudimos obtener una subvención de casi un millón de dólares para las cámaras que reconocen las placas, para mantener la seguridad de la ciudad, el Programas de Reconocimiento de Placas. Eso vino de una donación del gobierno de los EE. UU, el programa COPS.”

Presentar las preocupaciones como una voz unificada ante el gobierno federal, ha resultado beneficioso para las comunidades a lo largo de los años. “Una de las cosas que hemos trabajado son proyectos o situaciones que, cuando vayamos a la Casa Blanca y al Congreso, tengan un gran impacto. El problema más importante en este momento sigue siendo la financiación de la infraestructura. Los EE. UU tienen grandes carreteras, grandes puentes, una gran infraestructura, pero muchos de ellos no se han actualizado desde hace 40 o 50 años, probablemente desde fines de la década de 1950 o principios de los 60.”

Bermúdez considera que las ciudades deben asegurarse de que el gobierno federal reconozca que reducir la burocracia de los fondos federales facilitará que los municipios las reciban y mejoren las comunidades más rápido. “Esa será probablemente una de las cosas más importantes que nosotros, como ciudades, podemos hacer, asegurarnos que los fondos que provienen del gobierno federal no se estanquen en las capitales, sino que lleguen directamente a nosotros, a nuestras comunidades”.

Vivienda Asequible e Inmigración

Durante la reunión se llevaron a cabo varias discusiones sobre cómo desarrollar una legislación que regule la vivienda asequible. “La vivienda de la fuerza laboral es un gran problema para todo el sur de Florida, incluido Doral”, dijo Bermúdez. “Estamos tratando de asegurarnos de que los maestros, policías y trabajadores puedan permitirse vivir en nuestras ciudades y necesitamos estar informados sobre cómo crear reglamentos y atraer a estas personas que hacen crecer nuestras ciudades”.

En todo el país, la inmigración es uno de los problemas más importantes también. Las recientes políticas federales y las acciones tomadas con respecto a los inmigrantes, especialmente a los jóvenes beneficiados por DACA se discutieron ampliamente en la reunión. El Alcalde Bermúdez comentó al respecto que él cree que “cuando los niños pequeños han sido criados aquí ciertamente merecen el derecho a ser legalizados, que es uno de los problemas que hemos visto más en la prensa”.

También expresó su deseo de un verdadero esfuerzo bipartidista para desarrollar una reforma migratoria efectiva y justa. “Este es un país de inmigrantes, una de las cosas más importantes es que muchos de los empresarios exitosos son inmigrantes y traen buenos empleos y ayudan a crear empleos, sus hijos nacen aquí y se hacen estadounidenses”.

“Creo que el mensaje más importante de los alcaldes es que deseamos una verdadera y exitosa reforma migratoria. Pongamos a todos en la mesa y tengamos la discusión […], sentémonos e intentemos imaginar un proceso en el que EEUU pueda tener un proceso de inmigración justo y equitativo y la gente no tenga que venir ilegalmente. Al mismo tiempo tener las reglas que se aplican y protegen nuestras fronteras, como todos los demás, pero sin olvidar que este es un país de inmigrantes “, concluyó Bermúdez.

La Reunión Anual de Verano de US Mayors tendrá lugar el próximo mes de junio en Boston.
