After approval of new Budget, Investing in Doral should be the priority.
Doral Residents and authorities agree that investing in the maintenance and growth of the city is the main objective in the coming years.

“Politicians are transient, as well as cities and debts” with this phrase the manager of Doral Community Coalition and a resident of Doral, Norberto Spangaro, summarizes his concern for the management of the city resources in the budget for the new fiscal year.
“When there is wealth there is a propensity to spend and not to invest. I think this is what’s happening at City Hall in Doral, where there are spending lots of money on advertising and promotion, without considering the needs of a city that is not only growing, but after 10 years of existence, needs investment to maintain it,” explains Spangaro.
Spangaro recalls that, in 2009, Miami was ranked as the second best city to live in America and this was achieved with work and honest investment, not through advertising and wasteful spending that only serves to promote the elected officials and create an image in the short term.
“The political thought should be oriented towards medium and long term goals, not short term and these expenses on advertising, on Doral TV and various events are a clear tendency to populism, to keep people happy and leave no return to the city,” he added.
Spangaro believes the increase in office expenses of the Mayor and Council in the recently approved budget are exaggerated and unproductive expenses for the city. “For the next fiscal year these expenses, which are operational and not investment will add up to over a million dollars,” expressed Spangaro with concern.
Spaganro is one of Doral residents that are also concerned for the realization of Miss Universe in our city. “I want to clarify that I am not against this prestigious event, what I object to is the way it has been handled by making commitments that can have a very high cost in the future.”
“First, $ 2.5 million are committed in the new budget for the Miss Universe and they want to reduce this tax burden asking businesses owners and employers in the city to help finance the pageant. This will generate a commitment towards the people that give money, who will in turn expect to enjoy special privileges or concessions from City Hall.”
To Spangaro, this approach is the wrong way to operate. They should have consulted with these entrepreneurs first if they were willing to collaborate before committing to the Trump organization. Instead they assumed the responsibility and then now have to scramble where that money will come from.
Another aspectthat worriesSpangarois theimbalancein the number of industrialand residentialbuildings. “Ithink you have tore-think theplanfor the next 10years, as too manypermits are being grantedto build housesfor rent, and thus removingspacesfor industries whichare whatreallybringsrevenuetothe city.”
“For example,” says Spangaro, “if homes are built on 25th Street that will diminish the industrial area. I think the residential area should be limited to the northwestern part of the city. This excess of housing units will also create chaos in Doral schools because of an overflow of their capacity and by affecting the education of our children.”
After expressing his disagreement with some aspects of resource management in Doral, Spangaro added that the best advertising is honest and transparent work that benefits the city and as a result residents will pay lower taxes. “There is nothing better than prudent silence.”
BORIA ASSUMES NEW INVESTMENTS
“We are investing in new parks for the city and in the maintenance of existing ones, in the maintenance of streets and roads and police service improvements. These are only three of the major areas that the recent approved budget will address.”
According to Doral’sMayor, LuigiBoria,the budgetfor2014-2015hasmore than$ 14 millionin investments, including the park at 114Avenue and 82ndStreet, thewater parknorth ofthe city, and theDown TownPark.
“We are talking about parks, but we are also committing resources to the maintenance of existing recreational areas. We are also contemplating the Aquatic Center on 97th Avenue. As for the roads, we are making permanent investments since they need constant maintenance,” said the Doral Mayor.
Boriaplaced specialemphasis onresources forthe second phase ofthe police stationand the purchase of25new patrol cars. “Safety isone ofour top priorities, since the bestway toprovidequality of life forourresidents is by guaranteeing theirpersonal safety andtheir property.”
Recognizing thatthe city is experiencingrapid population growth, Boriasaid thatthe construction ofmany newhousing unitswas approvedbefore hewasMayor orcouncilmember. However, he said that they contributeto the growth ofDoral.
“Ithink there should bea balancebetween residentialdevelopment and commercialand industrial development, because if it is true thatthe lattergenerates more revenuefor our city, it is also truethat it producesgreater impact,it generatesa transit of150 thousandadditionalcarsduring work hoursand increasesthe traffic of heavyvehicles,” said the Mayor.
“This does not mean,” clarified Boria, “that I disagree with the industrial and commercial development. I just consider necessary for the comprehensive growth of the city that there should be a balance between the construction industry and the housing complexes that serve as homes to the many people who every day choose Doral as the place to live.”
“Now we must also understand that while the city is experiencing a residential, commercial and industrial development and that we are making new investments, it is logical that the operating expenses increase, it is a simple equation: if more work is needed we are going to need more staff, and a better performance by the staff that is already working at the city.”
Recognizing that much has been discussed about the increased costs of the office of mayor and the other council members, Boria said that this also can be considered as an investment.” They are the human resources of our city, people working for the progress of Doral, how can we not invest in those responsible for carrying out the projects of our city?”
One point thathas generated a lot of controversy particularlyamong residents ofDoralis theMissUniverse pageant in Doral. “Much has beenspeculatedabout the commitment thatthe citycan acquirewith business ownerswho chooseto sponsorthis contest, and totry to make people believe that the city will be indebted to them. But it is justa business transaction.”
Boria explained that the Miss Universe organization will grant Doral three minutes of air time during the broadcast of the event, which would be distributed among the sponsors. “The gain for investors will be their own promotion; they will not get a grant from the Mayor.”
Boria stated that the main objective for having the beauty pageant is not spending tax-payers money, but to gain from the prestige of the Miss Universe pageant, which, in his opinion, would be an economic engine that will translate into higher income for our city. “It’s not about spending money on unnecessary advertising, but investing in promoting Doral.”
Mayor Luigi Boria considered unfortunate that the budget issue has become a political game that only creates divisions. “It is important that we come together to work for Doral. I was chosen to manage the city and this involves making decisions, and residents will ultimately decide if these decisions were good or bad.”

INVERTIR EN DORAL DEBE SER LA PRIORIDAD
Residentes y autoridades de Doral coinciden en que invertir en el mantenimiento y crecimiento de la ciudad es el objetivo a seguir en los próximos años

“Los políticos son transitorios, las ciudades y las deudas quedan”, con esta frase el directivo de Doral Community Coalition y residente de Doral, Norberto Spangaro resume su preocupación por el manejo de los recursos de la ciudad en el presupuesto del nuevo año fiscal.
“Cuando hay riqueza hay propensión al gasto y no a la inversión. Yo creo que esto es lo que está sucediendo en la alcaldía de Doral, donde se está gastando muchísimo dinero en promoción y publicidad, sin considerar las necesidades de una ciudad que no sólo está en crecimiento, sino que, después de 10 años de fundada, ya necesita que se invierta en su mantenimiento”, explica Spangaro.
Spangaro recuerda que, en el 2009, Doral fue catalogada como la segunda mejor ciudad para vivir en Estados Unidos y esto se logró con el trabajo y la inversión honesta, no a través de publicidad y gastos superfluos que sólo sirven para promover a las autoridades de turno y crear una imagen a corto plazo.
“El pensamiento político debe estar orientado a mediano y largo plazo, no a cortísimo plazo y estos gastos en propaganda, en el canal Doral TV y en diversos eventos son una clara tendencia al populismo, a mantener contenta a la gente y no dejan ningún retorno a la ciudad”, agregó.
Como un gasto exagerado y poco productivo para la ciudad también calificó Spangaro el incremento de los gastos de la oficina del alcalde y del Concejo en el presupuesto recién aprobado. “Para el próximo año fiscal estos gastos, que son operacionales y no de inversión, superan el millón de dólares”, expresó Spangaro con preocupación.
Spaganro es también otro de los residentes de Doral que manifiesta su preocupación por la realización del Miss Universo en nuestra ciudad. “Quiero aclarar que yo no estoy en contra de este prestigioso certamen, a lo que me opongo es a la forma en que se ha manejado esta situación, creando compromisos que pueden tener un costo muy alto a futuro”.
“Primero, se comprometen del nuevo presupuesto 2.5 millones de dólares para el Miss Universo y luego se pretende disminuir esta carga fiscal, pidiéndole a los empresarios de la ciudad que ayuden a financiar la realización del concurso. Esto va a generar un compromiso con las personas que otorguen el dinero, quienes van a esperar disfrutar de privilegios o concesiones especiales por parte de la alcaldía”.
Para Spangaro, este proceder marca una forma errada de operar, pues primero debió consultarse con estos empresarios si estaban dispuestos colaborar antes de comprometerse con la organización Trump, en lugar de asumir la responsabilidad y después ver de dónde va a salir ese dinero.
Otro de los aspectos que preocupa a Spangaro es el desbalance entre las construcciones industriales y las residenciales. “Yo creo que hay que re-pensar el plan para los próximos 10 años, pues se están otorgando muchísimos permisos para construir viviendas para alquiler, quitándole espacios a las industrias que son las que, realmente, traen los ingresos a la ciudad”.
“Por ejemplo”, señala Spangaro, “si se construyen viviendas sobre la 25 calle, se está disminuyendo el área industrial. Yo creo que la zona residencial debería limitarse a la parte noroeste de la ciudad, pues este exceso de unidades habitacionales también va a crear un caos en las escuelas de Doral que van a estar por encima de su capacidad, afectando la educación de nuestros hijos”.
Tras expresar su desacuerdo con algunos aspectos del manejo de los recursos de Doral, Spangaro acotó que la mejor publicidad es el trabajo honesto y transparente que beneficie a la ciudad y logre que los residentes paguen bajos impuestos. “No hay nada mejor que el prudente silencio”.
BORIA ASUME NUEVAS INVERSIONES
“Estamos invirtiendo en parques nuevos para la ciudad y en el mantenimiento de los ya existentes, en el arreglo de calles y carreteras y en mejoras del servicio policial. Esto sólo por mencionar tres de las grandes áreas a las que estaremos destinando el recién aprobado presupuesto.”
Así lo manifiesta el alcalde de Doral, Luigi Boria, quien señala que en el presupuesto 2014-2015 hay destinados más de 14 millones de dólares para inversiones como, por ejemplo, el parque de la 114 Avenida con la 82 calle, el parque acuático al norte de la ciudad y el Down Town Parque.
“Esto sí sólo hacemos referencia a los parques nuevos, pues también se están destinado recursos al cuidado de las zonas recreativas ya existentes y a largo plazo, tenemos contemplado el Centro Acuático de la 97 Avenida. En cuanto a las vías de comunicación, nos referimos a un inversión permanente pues necesitan un constate mantenimiento”, señaló el alcalde doralino.
Boria hizo especial énfasis en los recursos destinados a la segunda etapa de la estación de policía y a la adquisición de 25 patrullas nuevas. “La seguridad es uno de nuestros temas prioritarios, pues la principal forma que tenemos de ofrecerle calidad de vida a nuestras residentes es garantizándoles su seguridad personal y la de sus bienes”.
Al reconocer que la ciudad está experimentando un rápido crecimiento poblacional, Boria aclaró que la construcción de muchas de las nuevas unidades habitacionales fue aprobada antes de que él fuese alcalde o concejal, sin embargo, expresó que las mismas contribuyen al crecimiento de Doral.
“Yo creo que debe haber un equilibrio entre el desarrollo residencial y el desarrollo comercial e industrial, pues si bien es cierto que éste último genera mayores ingresos para nuestra ciudad, también es cierto que producen un mayor impacto, pues genera un tránsito de 150 mil automóviles adicionales durante las horas laborales e incrementa el tráfico de vehículos pesados”, indica el alcalde.
“Esto no quiere decir”, aclaró Boria, “que yo esté en desacuerdo con el desarrollo industrial y comercial, sólo que considero necesario, para el crecimiento integral de la ciudad, que haya un balance entre la construcción de industrias y de conjuntos habitacionales que servirán de cobijo a la gran cantidad de personas que, día a día, escogen a Doral como su hogar”.
“Ahora también hay que entender que si bien la ciudad está experimentando un desarrollo residencial, comercial e industrial y se están realizando nuevas inversiones, lógicamente, se incrementan los gastos operacionales, pues es una ecuación muy sencilla: si hay más trabajo, hace falta más personal y un rendimiento extra del personal que ya trabaja en la alcaldía”.
Al reconocer que mucho se ha discutido sobre el incremento de los gastos de la oficina de la alcalde y del resto de los miembros del Concejo, Boria aclaró que ésto también puede ser considerado como un inversión, “ese es el recurso humano de nuestra ciudad, gente que trabaja para el progreso de Doral, cómo no vamos a invertir en quienes tienen la responsabilidad de llevar a cabo los proyectos de nuestra ciudad?.”
Un punto que ha generado particular discusión entre los residentes de Doral es la realización del Miss Universo en tierras doralinas. “Mucho se ha especulado sobre el compromiso que pueda adquirir la ciudad con los empresarios que decidan patrocinar este concurso, al tratar de hacer ver que vamos a quedar en deuda con ellos, cuando simplemente se trata de un negocio”.
Explicó Boria, que la organización del Miss Universo le otorga a la ciudad de Doral 3 minutos al aire durante la transmisión del evento, los cuales serían repartidos entre los patrocinantes. “La ganancia de los inversionistas va a ser su propia promoción, no obtener ningún tipo de concesión de parte de la alcaldía”.
Manifestó Boria que el objetivo que se persigue con la realización del certamen de belleza no es gastar el dinero de los contribuyentes, sino revestirse del prestigio del Miss Universo, lo que, a su juicio, será un motor económico que se traducirá en mayores ingresos para nuestra ciudad. “No se trata de gastar dinero en publicidad superflua, si no de invertir en la promoción de Doral”.
El alcalde Luigi Boria considera lastimoso que el asunto presupuestario se haya convertido en un juego político que sólo lograr crear divisiones, “es importante que nos unamos para trabajar juntos por Doral. Yo fui elegido para gerenciar la ciudad y ésto implica tomar decisiones, ya los residentes me pasaran factura si estas decisiones fueron malas o buenas”.
