Candidates for City of Doral Mayor debated.

For 45 minutes, the three candidates Frank Bolaños, Luigi Boria and Pete Cabrera, who aspire to be the next Mayor of the City of Doral, spoke on education, economic development, budget management and job creation, in a debate organized by Doral Business Council.  This event was presented in partnership with the Rotary Club of Doral and The Greater Miami Chamber of Commerce, last Tuesday morning at the Intercontinental Hotel.

Conducted by Myriam Masihy, television reporter for Univision 23 Miami, the candidates answered 9 questions that allowed the audience to know the level of readiness on leadership and vision important issues of those who want to lead the destiny of the City of Doral for the next 4 years.

Hereby you can find a brief summary of the matters discussed on the debate.

Question for Luigi Boria: Describe your management style and how you would apply it as Mayor:

“I have been an entrepreneur for over 30 years. I have the knowledge on how to make decisions and have been working with the wonderful team in town. I think my management ability will keep this beautiful and wonderful city in the right direction. We have to keep it so we can grow together. Doral is a beautiful city. Better control, planning and organization are part of my skills to help me take the city in the right way. My knowledge and experience as owner of a company are skills that serve me to manage better. We recognize that Juan Carlos Bermudez has done a great job for the city. We have the ability to do so and we have a new vision”.

Question for Frank Bolaños: What is your main goal for next year?

My main goal will not be for next year but for the next 10 years. We will succeed not because we choose the next mayor, but because we choose the right people to hold the position. We will choose people able to resolve the situations they would face. We must choose people capable enough and bold enough to attack the most important city issues. There are issues that are just as significant as 10 years ago when he began the transformation of the city. A main issue to be considered is traffic congestion in the city. If we want to improve the traffic we have to seek additional entries and exits to the city. Another issue is the importance of taxes. Finding the balance between residential and commercial taxes is something to take care of.

Question for Pete Cabrera: A charter school, in order to maintain its ‘A’ evaluation, does it have the right to reject a child with special needs?

The City Council has no jurisdiction over charter schools at this time. We are constantly monitoring what happens in schools. We have even considered the possibility of creating charter schools with the City, because the school district is not able to provide enough students stations that we require. We have to find alternatives to meet demand. We have been proactive in working with the school district to ensure that priority be given to children living within the city of Doral.

Question for Luigi Boria: What is your vision for the economic development of the city and what would you do differently?

To achieve economic development we should thoroughly investigate different contributions that can be used for this purpose. It is important to seek incentives for employers in the midst of economic difficulties. One solution to help businesses that are affected is to contact the owners of these businesses and know what your problems. Thus, the city officials know what difficulties the private sector is facing and technically trained personnel from City Hall can intervene and help them. If we are willing to help each other we can do things, not everyone on his own but together.

Question for Frank Bolaños: What are the biggest challenges the city will face over the next 2 years?

Transition of power is the most important issue. The current government is composed mainly by founders of the city. Now we are making a transition to new people. We had an excellent Mayor and Council Members with whom I had the opportunity to work in 2000 when I was in the School Board. The primary challenge for the next years is a smooth, seamless, professional transition. Therefore we require that the Mayor is someone who can unify the city. Our first Mayor was able to unify the city even though others tried to break it. If you choose me as your next mayor will stretch out my hands to my competitors to unify the city. Not everyone has the style to maintain the unity of the city.

Question for Pete Cabrera: Would you be willing to provide funds for After School programs?

Doral is a family-oriented community. We have lots of families with three generations living here. Children spend much time alone because both parents work. We all have responsibility for children living in the city. I want to focus on supporting parks and recreation alternatives; create activities that allow our children to be safe. Government support and financial support for this initiative is important. But we cannot be solely responsible. As a City, we must be proactive and not wait for the state. As a city we should take an active role in funding these programs with or without state support.

Question for Luigi Boria: What changes would you like to see you in the tax structure of the city?

The best way to control taxes is to control costs. That’s my challenge and I can do. The profit of my company is twice the budget of the city. Control costs, accountability and honesty are the best way to manage a budget.

Question for Frank Bolaños: How will you ensure the fiscal integrity and transparent management of public employees in the city?

The money from the City budget is not the mayor’s money or Councilmembers money, is the money of all citizens, while taking into consideration that businesses contribute taxes to the city as well. It is important to be fiscally prudent. The fiscal integrity requires action and fewer words. Managing public money and the economy as a municipal council is very different from running a business. When I was Chairman of the School Board of Miami Dade County, the budget was much higher than today. It was $5 billion. It is much higher than the budget of many countries in Central and South America. Public budget management requires technical knowledge. The benefit of the community has to be taken into account when public money is used.

Question for Pete Cabrera: What is the state’s role in job creation?

Government does not create jobs. The government must work closer with the community in developing the economy and employment but it is not the state that provides jobs. Doral is at the epicenter of this economic growth in South Florida and the government and the private sector must work together in the same direction. The government should not be an obstacle to business. We must find out what the needs and make things easier. We have a shared vision and walk in the same direction. I believe in a brighter future for Doral.

DEBATIERON CANDIDATOS A LA ALCALDIA DE  DORAL

Durante 45 minutos, los tres candidatos – Frank Bolaños, Luigi Boria y Pete Cabrera – que aspiran a ser el próximo Alcalde de la Ciudad de Doral, hablaron sobre educación, desarrollo económico, presupuesto, y creación de empleos, en un debate organizado por Doral Business Council, Rotary Club of Doral y The Greater Miami Chamber of Comerce, el pasado martes en horas de la mañana en el Intercontinental Hotel.

Bajo la conducción de la reportera de la televisora Univisión 23 Miami, Myriam Masihy, los candidatos contestaron 9 preguntas que permitieron al auditorio saber el nível de preparación de quienes quieren conducir los destinos de la ciudad de Doral.

Pregunta para Luigi Boria: Describa su estilo de gerencia y cómo lo aplicará cuando sea Alcalde:

“He sido empresario por más de 30 años. Tengo conocimiento sobre como tomar decisiones y he estado trabajando con el maravilloso equipo de la ciudad. Creo que con mi habilidad de gerencial mantendré esta hermosa y maravillosa ciudad en la dirección correcta. Tenemos que mantenerla para que podamos crecer juntos. Doral es una hermosa ciudad. Mejor control, planificación y organización son parte de mis habilidades que me ayudaran a llevar a la ciudad de una manera correcta.  Mi conocimiento y experiencia como dueño de una compañía son habilidades que me servirán para administrar mejor. Reconocemos que Juan Carlos Bermúdez ha hecho un gran trabajo por la ciudad.  Nosotros tenemos la capacidad de hacerlo y tenemos una nueva visión”.

 

Pregunta para Frank Bolaños: ¿Cuál será su meta principal para el próximo año?

“Mi meta principal no será para el año que viene sino para los próximos 10 años. Vamos a tener éxito no porque escogemos al próximo alcalde sino porque vamos a escoger a las personas correctas para ejercer los cargos. Vamos a escoger a la gente que resuelva las situaciones que deba enfrentar. Elegiremos a las personas capaces y osadas para atacar los problemas más importantes de la ciudad. Hay situaciones que siguen siendo tan importantes como hace 10 años cuando empezó la transformación de la ciudad. Un problema a resolver es el congestionamiento en la ciudad. Si queremos mejorar el trafico tenemos que buscar entradas y salidas adicionales a la ciudad. Otro es la importancia de los impuestos. Buscar el balance entre impuestos residenciales e impuestos industriales”.

 

Pregunta para Pete Cabrera: Una escuela chárter, con tal de mantener su evaluación “A”, ¿tiene derecho a rechazar a un niño con necesidades especiales?

“El Concejo Municipal no tiene jurisdicción sobre las escuelas chárter.  En este momento, estamos constantemente monitoreando lo que sucede con las escuelas, y hemos considerado en ocasiones, la posibilidad de crear mas escuelas chárter de la ciudad, esto es porque el distrito escolar no esta en capacidad de proveer las suficientes estaciones educativas (students stations) que requerimos.  Tenemos que buscar alternativas para cubrir la demanda. Hemos sido proactivos para trabajar con el Distrito escolar para asegurar que se brinde prioridad a los niños que viven en la ciudad”.

 

Pregunta para Luigi Boria: ¿Cuál es su visión sobre el desarrollo económico de la ciudad y qué haría diferente?

“Para lograr el desarrollo económico se debe investigar a fondo distintos aportes que se pueden utilizar para tal fin. Es importante buscar incentivos para los empresarios en medio de las dificultades económicas. Una de las soluciones para ayudar a aquellos negocios que han resultado afectados es contactar a los dueños de esos negocios y saber cuales son sus problemas. De esta manera, las autoridades de la ciudad sabrán cuales son las dificultades por las que esta atravesando el sector privado. Es ahí donde puede intervenir el personal capacitado y técnico de la alcaldía. Si tenemos la voluntad de ayudarnos los unos a los otros, podemos hacer las cosas no cada quien por su lado sino juntos”.

 

Pregunta para Frank Bolaños: Cuales son los mayores retos que enfrentará la ciudad en los próximos 2 años?

“La transición de poder es el tema más importante. El gobierno actual esta constituido por fundadores de la ciudad. Ahora se esta haciendo una transición con gente nueva. Tuvimos un excelente alcalde y personal del concejo con quienes tuve la oportunidad de trabajar en el año 2000 cuando yo estaba en la Junta Escolar. La situación principal para los próximos años es una transición transparente. Por eso requerimos que el alcalde sea alguien capaz de unificar a la ciudad. Nuestro primer alcalde logró unificar a la ciudad aun cuando otros intentaron dividirla.  Si ustedes me escogen como su próximo alcalde extenderé mis manos a mis competidores para unificar a la ciudad. No todo el mundo tiene el estilo para mantener la unidad de la ciudad”.

 

Pregunta para Pete Cabrera: ¿Usted estaría dispuesto a aportar fondos  para programas After School?

“Doral es una comunidad orientada hacia las familias. Tenemos gran cantidad de familias que tienen tres generaciones viviendo aquí. Los niños pasan solos mucho tiempo porque padre y madre trabajan. Todos y cada uno tenemos responsabilidad sobre los niños que viven en la ciudad. Quiero enfocarme en apoyar lo que son parques y alternativas de recreación. Crear actividades que permitan que nuestros niños estén seguros. El apoyo estatal y el apoyo financiero para esta iniciativa es importante. Pero no podemos ser los únicos responsables. Debemos ser como ciudad proactivos no esperar solo por el estado. Como ciudad debemos tomar un rol activo para financiar estos programas con o sin el apoyo estatal”.

 

Pregunta para Luigi Boria: Que cambios le gustaría ver a usted en la estructura impositiva de la ciudad?

“La mejor manera de controlar los impuestos es controlar los costos. Ese es mi reto y lo sé hacer. La ganancia de mi compañía es dos veces el presupuesto de la ciudad. Controlar los costos, revisar acuciosamente los números  y ser honesto es la mejor manera de manejar un presupuesto. ¡Lo voy a lograr así!”

 

Pregunta para Frank Bolaños: ¿Cómo va a garantizar la integridad fiscal y la gestión transparente de los servidores públicos de la ciudad?

“El dinero que se maneja en el presupuesto no es el dinero del alcalde y de los concejales, es el dinero de todos los ciudadanos, siempre tomando en consideración que los empresarios contribuyen con los impuestos para la ciudad.  Es importante ser prudente fiscalmente hablando.  La integridad fiscal requiere acción y menos palabras. Manejar los dineros públicos y la economía en un concejo municipal es muy diferente a manejar un negocio. Cuando era el presidente de la Junta Escolar del Miami Dade County el presupuesto era mucho mayor que el actual. Era de 5 billones de dólares. Es mucho mayor  que el presupuesto de muchos países de Centro y Sudamérica. Para el manejo de los impuestos se requiere conocimiento técnico.  Siempre hay que tener en cuenta el beneficio de la comunidad cuando se utiliza el dinero público”.

 

Pregunta para Pete Cabrera:  ¿Cuál es el rol del estado en la creación de empleos?

“El gobierno no es quien crea los empleos.  El gobierno debe trabajar cercano con la comunidad en el desarrollo de la economía y del  empleo pero no es el estado el que provee los empleos. Doral esta en el epicentro de ese crecimiento económico del sur de Florida y el gobierno y el sector privado deben trabajar conjuntamente en la misma dirección. El gobierno no debe ser un obstáculo para los negocios. Debemos averiguar cuales son las necesidades y facilitar las cosas. Debemos tener una visión conjunta y caminar en la misma dirección.  Creo en un futuro brillante para Doral”.
