Council passes resolutions on PGA Championship and FIU expansion

February Zoning Meeting and the March Regular Council had short agendas. Uneventful discussions at City Hall led to efficient, short sessions that moved forward with important decisions that at the end of the day will produce tangible impacts in the community.

Among the issues discussed and approved were a resolution to encourage the PGA Championship to continue the 54 year old tradition of holding their event in Doral, and also a resolution to urge Miami-Dade County Commission to proceed with the voted mandate of moving the County Fair to Homestead in order to allow the expansion of FIU.

The PGA resolution passed 4:1, being Councilwoman Ruiz the dissenting vote. On the issue Councilman Pete Cabrera commented that the objective of the resolution passed this month is to encourage the tournament organization “to keep the event in Doral for the future. The key is to encourage them to stay, that they now they are an important part of the history of the city. It is a public message that we request they stay here and we will continue supporting the event.”

Regarding the FIU resolution, which passed unanimously, Vice Mayor Christi Fraga expressed on the memo presenting it to the Council that “in urging the County to move forward with the Fair’s relocation and FIU’s expansion, we will be supporting substantial economic benefits and job creation throughout South Florida. Moreover, and perhaps most importantly, we will also be contributing to ensure expanded higher education for all County residents and specifically, for our Doral FIU students who benefit greatly from the world-class public university education that the University offers them just a short distance from our City, and which the expansion will serve to enhance and solidify for years to come.”

In addition to those resolutions, the following issues discussed are worth being informed in detail. There was a notable lack of requests for public comments at these meetings. It can’t be stressed enough to the public that being proactive on voicing their opinions to the council before decisions are made is a fundamental part of good governance. The City provides many chances for the public to participate. The decision to play an active part in the operation of the city is on the hands of the residents.

Ordinance on Golf Course Landscaping First Reading discussion deferred

Ordinance 2016-06 that will modify chapters 68, 71 and 74 of the code about the standards of landscaping associated with golf courses was deferred to be discussed on the April 20th zoning meeting, to allow enough time for a workshop with the public to take place.

Decisions that passed in consent agenda

  • The Sister City Agreement contract with Barranquilla, Colombia was approved. It will allow an increase on cultural, diplomatic, educational and bilateral trade activities among residents of both cities.
  • Increased fees for several programs offered by the Parks and Recreation Department.
  • Approved permit for the Doral Food and Wine festival that will take place on April 9th.
  • A five year Interlocal agreement for the provision of transportation planning and traffic engineering services was approved with the Lehman Center for Transportation Research at FIU. The expenses for services provided should not exceed $100,000.00 per year.

Roadway improvements on 109th Avenue

The work order to start the construction towards opening access through 109th Avenue from 41st street to 50th street was awarded to METRO EXPRESS, INC. The estimated cost for the project is expected not to exceed $436,542.48.

Special Recognitions

Mayor Luigi Boria requested a special recognition to Mr. Morgan Levy for the fundamental role this remarkable resident has played in the creation and consolidation of the City of Doral. Mr. Levy thanked the recognition with his usual great humor and wit, expressing that he has “lived in Doral for 31 years and in Miami Dade County for 91 years. I finally made it on the dais with elected officials.”

IMG_6985 meetingAlso a special plaque was given to Mr. Juan Carlos Silva and Mr. Calvin Buchanan, Principal and Assistant Principal of Ronald W.Reagan/Doral Senior High School to recognize and celebrate the 10th year anniversary of educational excellence and service this school provides to the Doral community.

Odor Control presentation by Covanta

Hank Clements and Bill Meredith, Facility Manager of the waste management plant operated by Covanta addressed the Council with a thorough presentation on the operation of the facility, giving a detailed explanation of the multiple odor control measures they take. They emphasized that they are constantly monitoring the plant, that they have a 24/7 procedure to investigate odor origins when receiving reports either by the City or directly by residents. They encourage that any odor concern should be reported immediately to the number 305-5937000 or also to the Code Compliance or Public Works Departments of the City of Doral. They appreciate the public giving them immediate notice of any concerns for them to proceed to check the facility to check the operation.

Novedades desde el Ayuntamiento

Concejales aprueban resoluciones sobre Campeonato PGA y expansión de FIU

La reunión de Zonificacion de Febrero y la Reunion Municipal de Marzo tuvieron agendas cortas. Adicionalmente, las discusiones breves generaron sesiones breves y eficientes donde se tomaron decisiones importantes que producirán impactos tangibles en la comunidad.

IMG_6872Entre los elementos discutidos y aprobados estuvo una resolución para exhortar a la organización del Campeonato PGA a mantener el evento en Doral, después de 54 años de tradición. Otra resolución aprobada fue la destinada a expresar a los Comisionados del Condado para que procedan con el mandato votado, donde los ciudadanos aprobaron la mudanza de la Feria a Homestead para permitir la expansión de FIU.

La resolución sobre el PGA pasó 4:1, siendo la Concejal Sandra Ruiz el voto en contra. Sobre este asunto el Concejal Pete Cabrera comentó que esta resolución desea que la organización del torneo “mantenga el evento en Doral. Es fundamental exhortarlos a quedarse, que sepan que son parte importante de la historia de la ciudad. Queremos manifestarles públicamente que queremos que se queden en nuestra ciudad y que seguiremos apoyando el evento.”

La Vice Alcalde Christi Fraga expresó en el memo de soporte a la resolución sobre la expansión de FIU que “al solicitar al Condado que proceda con la reubicación de la Feria y la expansión de FIU estamos apoyando beneficios económicos sustanciales y la creación de empleo en el Sur de Florida. Mas aun, estaremos contribuyendo a asegurar la expansion de la educación superior para todos los residentes del Condado y, específicamente, para los estudiantes de FIU residentes en Doral, quienes se benefician grandemente con la educación de clase mundial que la institución ofrece a tan corta distancia de nuestra Ciudad. Con esa expansión la universidad amplía su capacidad y se solidifica para las generaciones futuras.”

Vale la pena comentar el detalle de otros puntos de agenda que se discutieron en estas reuniones. Fue notable que hubo muy escasos comentarios del público y es importante destacar que la proactividad de los residentes al expresar sus opiniones a los concejales antes que se tomen las decisiones es parte fundamental de la democracia y la gobernabilidad. La Ciudad proporciona muchas oportunidades para que el público se exprese y participe, la decisión de aprovechar esos chances y asumir un rol activo en la operación de la ciudad queda entonces en manos de los residentes.

Diferida discusión de ordenanza sobre jardines en campos de golf

La ordenanza 2016-06 modifica los capítulos 68, 71 and 74 en el código, donde se detallan los estándares de jardines asociados con los campos de golf en la ciudad. La discusión fue diferida para el 20 de Abril, para dar tiempo a la realización de un taller para discutir los detalles en público con los residentes.

Decisiones que pasaron en la Agenda Por Consenso

  • Aprobación del Contrato de Ciudades Hermanas con Barranquilla, Colombia. Según este contrato se incrementaran los intercambios culturales, diplomáticos, educativos y comerciales entre ambas localidades.
  • Aprobados incrementos en los costos al público de varios programas ofrecidos en los Parques de Doral.
  • Aprobado acuerdo por 5 años con el Centro de Investigación de Transporte Lehman de FIU para los servicios de planificación e ingeniería de planificación de tráfico y transporte. El gasto anual no debe exceder de $100,000.00 per year.

Apertura de la Avenida 109

El Proyecto de construccion de la avenida 109 entre las calles 41 y 50 fue otorgado a METRO EXPRESS, INC. El costo se estima que no debe exceder $436,542.48.

Reconocimientos especiales

El Alcalde Boria solicitó un reconocimiento especial para el Sr. Morgan Levy, respetado residente, quien ha jugado un papel fundamental en la creación y consolidación de la Ciudad de Doral. El Sr. Levy agradeció el reconocimiento, y con su humor e ingenio habitual bromeó diciendo “he vivido en Doral 31 años y en el Condado Miami-Dade por 91 años y es ahora cuando finalmente puedo pararme en el estrado junto a los oficiales electos.”

El Consejo también entregó una placa especial al Sr. Juan Carlos Silva y al Sr. Calvin Buchanan, Director y Subdirector de Ronald W.Reagan/Doral Senior High School, para reconocer y celebrar el décimo aniversario de excelencia educativa y servicio que esta institución presta a los residentes de la Ciudad de Doral.

Presentacion de Covanta sobre control de olores molestos

Hank Clements y Bill Meredith, Gerente de la planta de procesamiento de desechos operada por Covanta, hicieron una detallada presentación a los concejales sobre la operación de la planta, con énfasis en las múltiples medidas para controlar la emisión de olores molestos que posee la instalación.

Destacaron que el monitoreo de la planta es constante y que tienen un procedimiento 24/7 para investigar el origen de los olores cuando reciben reportes, bien sea de la Ciudad o directamente de los residentes. Exhortaron al público a reportar cualquier irregularidad o preocupación inmediatamente al 305-5937000 y también a los departamentos de Normas y Procedimientos y Obras Públicas de la Ciudad de Doral. Notificaron que los reportes inmediatos por parte del público son sumamente importantes, pues ellos proceden enseguida a revisar la planta para detectar, si hubiera, cualquier falla en su sistema y solventar la situación a la brevedad posible.
