The missing pieces in the puzzle.

Once the runoff elections finished on November 27th, the team for the City of Doral authorities became complete. With that election, ended an intense year of uncertainties and campaigns and came the time of turning the page and continue working for the improvement and progress of this ‘micropolis’* we call home.

After the first round, Doral Family Journal interviewed Councilwoman Bettina Rodriguez Aguilera, on her first impressions when assuming her new post and the first steps she was taking to comply with her campaign promises. Now we had the chance to cover the same aspects with Councilwomen Christi Fraga and Sandra Ruiz and the new Mayor Luigi Boria, who along with current Councilwoman Ana Maria Rodriguez complete the picture of the City of Doral Council.

Expectations from Doral citizens are diverse and multiple. They include improvements on transit; increase on protection and safety in the streets and schools of the city; improvement of current recreational facilities and promotion and support for businesses and entrepreneurs.

On the interviews that follow, the newly elected officials share how they were welcomed by City staff and other authorities; they also discuss the adjustment process related with giving structure to the new team and their first measures to be discussed on the last meeting of the year, intended to be implemented before the end of the year.

They all agree on calling for conciliation, unity and support by all citizens, as well as teamwork as the keys that will strengthen current institutions and will move the City towards the progress and the bright future we all desire.

Luigi Boria: The Spokesman for the City

Extremely generous with his time, Luigi Boria did open a spot on his busy schedule to talk to Doral Family Journal. However, the protocol to access an interview with him has had to change a little, because nowadays Luigi Boria is not only an elected official; by becoming the Mayor he is now the official spokesman for the City.

He argues that the best moment of the mayoral campaign certainly was being proclaimed winner with 55% of the votes, as it represented for him and his team the culmination of all their hard work, and also proved his reputation and image permeated the electorate the right way to ensure the most votes. “What really matters are reputation, image, values ??and principles and what people know about you. No matter how much others criticize you; those who know you are not going to allow your image to deteriorate. “

He considers himself fortunate to have received support not only from the Venezuelans, that may have been identified with the common origin, but also from people of Colombia, Argentina, Cuba and many other nationalities represented in the city. He wants to reach to the other 45% of Doral citizens who did not vote for him; for them his message is one of harmony and hard work: “We must begin to see the city as something that belongs to us all. We have to have a sense of ownership of the place where we live and work in order to improve, to do things for the benefit of others. People are convinced and aware that we can work together and have a proper attitude showing leadership through persuasion, and that whatever is done will go to benefit the city. “

The first step Boria took on his crusade for harmony and the common good, was the day of the inauguration when he gathered former Mayor Juan Carlos Bermudez and former Councilman Pete Cabrera and made them share a handshake signaling that “the fight is over, now comes unity, brotherhood and hard work for the city. “

First steps as Mayor:

Among the first things that had to be done was the recruitment of a new interim Manager for the City, due to the retirement of Mrs. Yvonne Soler-McKinley. About Mr. Merrett Stierheim, Boria says that he is “a highly experienced person who brings a vast knowledge on public administration and leadership; he gives confidence to the staff. That will end the rumors of lay-offs, because we have no intention to remove and cut but capitalize on what has been done and built. We will build on the foundations we have, to achieve good things for the city “.

Boria declares any other change in key personnel of the city will be decided by the Manager: “We have selected a person extremely capable as Mr. Stierheim and definitely I have full confidence he will do a great job. He will perform evaluations and based on the results he will decide exactly whether or not someone stays. I leave it in the hands of the Administrator who is the person responsible for that task, according to the charter of the City”.

However, for a designation that falls under his responsibility, Boria did nominate Mrs. Sandra Ruiz as Vice-Mayor, due to her seniority in the government of Doral. “Despite all controversy, Sandra Ruiz is a person with vast experience; she worked eight years on the Council, knows the city from its origins and for me to have an experienced person next to me is very important. Anyway, the Vice-Mayor is a rotating position, nominal, and whoever holds it may prove her skills through a year. I will really alternate the nominees for the position, therefore other people can get prepared, collect the experience and of course next year someone else will be nominated”.

Regarding the way government is defined within the City Council, Boria comments that “the Doral City Council is governed by consensus. The motto is ‘we are going to work for the city’, no matter what,”

Among other achievements, Boria wants to undertake various infrastructure works as promised in his campaign, like completing the cycle route and build the park at 114th Avenue and 80th Street. Additionally wants to “strengthen incentives for trade, an expansion of 25th Street and 117 Avenue, and persuade the County for space to build a bypass area for Doral”.

And that just to begin with, because he has many more ideas to put into practice, and also to include proposals from councilmembers. “Every day there are new dreams, some people have other dreams they want to develop. All this will go along with the work of all committees. “

Venezuelan Mayor, blessed among women:

Luigi Boria believes that working with four women as council members will be very productive, “at the last meeting we all agreed and we were able to discuss on what we thought; and voted to approve. That shows that there are good intentions on all councilmembers, that they love and care for the city, that they are looking for a common purpose and that the role of women is increasing in society.”

A sector of the Venezuelan population of Doral assumed Boria’s victory as its own. Boria, who was born in Venezuela of Italian parents, has lived in the U.S. for 23 years and is an U.S. citizen. He sees this as a reflection of the strength and influence Venezuelan immigration has in this country, and in the development of this City. Although he appreciates the support and the international broadcast news of his election, as the first Venezuelan to reach a position as a U.S. elected official, Boria was emphatic in stressing that at no time he plans to show preference for anyone, even if they are from his same country of origin, because “you have to understand that I am American, I have years in this country and represent all nationalities of the city. Of course I defend my roots, I’m from Venezuela and I understand that people have expectations, but my only real plan to all Hispanics and Latin Americans is that I will work hard to create adaptation programs. We must understand that we are in the United States of America and you have to respect the laws and American culture. For me it is very important to convince people that we need to work together to adapt as quickly as possible to this culture. “

In a short term, Boria contemplates the idea of ??preparing a book about his experience, with the desire to serve as a guide to others for learning how to manage successfully in this country, to be involved in the community and contribute effectively, for example through public service. It will be a guide that includes “all those things that help others to adapt to this culture. It is important that we pass on the experience we have had and we leave a legacy for generations. I’ve become a spearhead for others, to show that if you want, you can make a difference and set an example if you want and help other nations or cities to be better.”

Being the Mayor: a 24/7 job, supported by faith

Luigi Boria’s day starts early at City Hall. At 7:00 am he arrives to his office to get ready, pray, read the newspapers and plan. His faith gives him strength, above all because it gives him the power to lead by example: “In my two years as a councilman I was never hitting anyone in his head with a Bible. The example made the difference. You are going to show people that you are different through accomplishing things that could never have been achieved in normal terms, and by being persistent, daring and having faith, without mixing religion with politics. In the Council, I am not here to impose my ideology, but to show a way of life: we have values, integrity, and ethics, and to put them in practice you show that, if you can, there are decisions made based on the word of God that people do not even realize they are. There are simple behavior and life traits that many people have in them because they know how to behave as God intended, and that people also make a difference. “

To stay close to citizens, Luigi Boria keeps his Twitter and Facebook accounts running, the same that he used during the campaign, in spite of no longer having time to update them as often as he wishes; in addition, much information will come out by the official media outlets of the city and not personal accounts. “Luigi Boria remains the same. Now, the Mayor of Doral has different channels of communication, like the webpage of the city. I am 24/7, whatever happens I will be attending all it takes, the same way I was doing during the campaign and even more now as Mayor of the City “.

With the simplicity that characterizes him, Mayor Boria finishes the interview by declaring “what you see is what I am. No matter who you have supported in the campaign, now we have a city that we need to move forward together.”

Las Piezas que faltaban

Con el resultado de las elecciones del 27 de Noviembre, se completó el equipo de trabajo en la Alcaldía de Doral. Se cierra un tenso año de campaña e incertidumbre en la ciudad y es ahora el momento de pasar la página para continuar trabajando por el progreso de esta ‘micrópolis’* que llamamos nuestro hogar.

Al terminar la primera vuelta electoral, Doral Family Journal entrevistó a la Concejal Bettina Rodriguez Aguilera, sobre sus impresiones al tomar posesión de su cargo como oficial electo y sus primeras medidas para poner en práctica sus promesas electorales. Hacemos ahora lo propio con la Concejal Sandra Ruiz, la Concejal Christi Fraga y el nuevo Alcalde Luigi Boria, quienes en conjunto con la actual Concejal Ana María Rodríguez, completan el cuadro de la Alcaldía de Doral.

Las expectativas de los ciudadanos son muchas y muy variadas, incluyendo mejoras en el tránsito vehicular de la ciudad; incremento en la protección y seguridad en las calles y las escuelas; ampliación de la infraestructura recreacional existente y promoción del desarrollo de pequeñas y medianas empresas en la ciudad.

En las entrevistas a continuación los nuevos oficiales electos, las piezas que faltaban para completar el cuadro del Gobierno Municipal de Doral,  hablan de la bienvenida que han recibido de parte del personal de la Alcaldía, del proceso de ajuste a trabajar con el nuevo equipo y de las primeras medidas en agenda que esperan sean puestas en práctica antes de fin de año.

Coinciden todos en un llamado a la unidad, la concordia, al apoyo de los ciudadanos y al trabajo en equipo, para fortalecer las instituciones ya existentes y para lograr los objetivos de progreso para la Ciudad.

Luigi Boria: El Vocero de la Ciudad

Extremadamente amable y generoso con su tiempo, Luigi Boria logró sacar un rato de su apretada agenda para conversar con Doral Family Journal. Aún a su pesar, el protocolo para acceder a una entrevista con él ha tenido que variar un poco pues Luigi Boria no es solamente un oficial electo; al convertirse en Alcalde es el Vocero Oficial de la Ciudad.

Sostiene que el mejor momento de la campaña por la Alcaldía fue sin duda ser notificado de su triunfo con un 55%, pues representó para el y su equipo el premio al esfuerzo y trabajo, adicionalmente que le demostró que su reputación e imagen calaron en el electorado de la manera correcta para asegurarle la mayoría de votos. “Lo que vale es la reputación, la imagen, los valores y los principios que la gente conocen de ti.  Por mucho que otros traten, quienes te conocen saben quien eres y la gente no va a permitir que tu imagen se deteriore”.

Se considera afortunado de haber recibido apoyo no solo de los venezolanos que pudieran haberse identificado con el por el origen común, sino también de colombianos, argentinos, cubanos y muchas otras nacionalidades representadas en la ciudad. No pierde de vista sin embargo el otro 45% de los ciudadanos de Doral que no le apoyaron con el voto; para ellos su mensaje es de concordia y de trabajo: “Tenemos que empezar a ver la ciudad como algo que nos pertenece a todos. Tenemos que tener un sentido de pertenencia del lugar donde vivimos y trabajar en función de mejorar, de hacer cosas en beneficio de los demás. La gente esta convencida y consciente que tenemos que colaborar y tener una actitud propia de liderazgo que muestre a través de la persuasión que lo que se haga va a ir en beneficio de la ciudad”.

Y el primer paso que Boria dio para refrendar su mensaje de concordia por el bien común, fue el día de la juramentación cuando reunió en un apretón de manos al Ex Alcalde Juan Carlos Bermúdez y al Ex Concejal Pete Cabrera “Se acabó la pelea, ahora viene la unión, la fraternidad y vamos a trabajar por la ciudad”.

Primeras medidas como Alcalde:

Entre las primeras actividades que ha tenido que realizar se encuentra el reclutamiento de un nuevo Administrador interino para la ciudad por el retiro de la Sra. Yvonne Soler-McKinley. Sobre el Sr. Merrett Stierheim, Boria expresa que es “una persona sumamente experimentada que trae un vasto conocimiento de la administración publica, sabe liderar y da confianza al personal. Se terminan los rumores de despido, porque nosotros no tenemos intención de eliminar y cortar sino de capitalizar lo que se ha hecho y construir. Somos constructores sobre las bases que ya se han hecho para lograr cosas buenas para la ciudad”

Declara Boria que cualquier otro cambio en el personal clave de la ciudad será decidido por el Administrador: “hemos seleccionado a una persona extraordinariamente capaz como es el Sr. Stierheim y definitivamente tengo la plena confianza que hará un excelente trabajo. Él va a evaluar y de esa evaluación vendrá un resultado y allí sabremos exactamente si alguien se va o no. Yo lo dejo en manos del administrador que es la persona que por el acta constitutiva de la ciudad tiene la responsabilidad de esa actividad”.

A quien sí nominó Boria fue el cargo de Vice-Alcaldesa, que recayó en la Sra. Sandra Ruiz por su experiencia previa en el gobierno de la ciudad: “A pesar de toda la controversia, Sandra Ruiz es una persona con una vasta experiencia, estuvo 8 años en el concejo, conoce las raíces de la ciudad desde sus origines y para mi tener una persona con experiencia a mi lado es muy importante. De todas maneras el Vice-Alcalde es un cargo rotativo, nominal, y ella puede por si misma demostrar sus habilidades a través de este año. Yo pienso hacer el cargo verdaderamente rotativo para que las otras personas se preparen y obtengan la experiencia y por supuesto el próximo año lo nominaremos diferente.”

Comenta Boria sobre el modo de gobierno en la Alcaldía que “en el Concejo Municipal de Doral se gobierna en consenso. Aquí es ‘vamos a trabajar por la ciudad’; no importa el que quiera tener arrogancia o altivez y no estoy diciendo que ninguna del Concejo la tenga. Aquí dominará el que verdaderamente quiera servir”.

Entre otros logros, Boria quiere lo mas pronto posible acometer varias obras de infraestructura que prometió en su campaña como son concluir la ciclo vía y construir el parque en la 114 avenida y la 80 calle. Adicionalmente quiere “reforzar los incentivos para comercio; impulsar la ampliación de la calle 25 y la avenida 117 y  convencer al condado de que nos de un área para construir el bypass para Doral”.

Y eso solo como abrebocas, porque tiene muchas mas ideas que poner en práctica, además de incluir las propuestas de las concejales “Cada día hay sueños nuevos, hay gente que tiene otros sueños que quiere desarrollar. Todo eso va a ir naciendo del trabajo mancomunado de todos los comités que se desarrollarán.”

El Alcalde Venezolano, Bendito entre las mujeres:

Considera que el trabajo con cuatro mujeres como concejales va a ser muy productivo: “en la última reunión todos nos pudimos poner de acuerdo y coincidimos en lo que pensábamos; votamos positivamente y eso demuestra que hay buena intención en todas las concejales, que quieren a la ciudad, que buscan un fin común y que el rol de la mujer va en aumento en la sociedad”. 

Un sector de la población venezolana de Doral asumió como propio el triunfo de Boria, quien nació en Venezuela de padres italianos, pero ha vivido en los EEUU los últimos 23 años y es ciudadano Americano, viéndolo como reflejo de la fuerza y peso que la inmigración de ese país tiene en el desarrollo de la ciudad. Agradeciendo el apoyo recibido y la difusión internacional que la noticia de su elección como el primer venezolano que alcanza un puesto de oficial electo en los EEUU, Boria fue enfático al recalcar que en ningún momento piensa mostrar preferencia por nadie, aunque sean de su mismo país de origen porque “hay que entender que yo soy Americano, yo tengo años en este país y represento todas las nacionalidades de la ciudad. Por supuesto que defiendo mis raíces, vengo de Venezuela y entiendo que la gente tenga expectativas, pero mi único y verdadero plan hacia todos los hispanos y latinoamericanos es que voy a trabajar fuertemente para crear programas de adaptación. Tenemos que entender que estamos en los Estados Unidos de América y hay que respetar las leyes y la cultura americana. Para mi es muy importante convencer a la gente que tenemos que trabajar en conjunto para adaptarnos lo mas rápido posible a esta cultura”.

Boria contempla a corto plazo la idea de preparar un libro contando su experiencia, con el deseo de que sirva a otras personas como guía para conocer como manejarse exitosamente en este país, como participar en la comunidad y como aportar efectivamente, por ejemplo a través del servicio público. Será una guía que incluya “todos esos temas que ayudan a otras personas a que se adapten  a esta cultura. Es importante que nosotros transmitamos la experiencia que hemos tenido y que dejemos un legado a otras generaciones. Yo me he convertido en una punta de lanza para otros, para demostrar que si se puede, que podemos hacer la diferencia y dar el ejemplo si queremos y ayudar a otras naciones o ciudades para que sean iguales o mejores que nosotros”

La Alcaldía: un trabajo 24/7 con el motor de la fé

Luigi Boria comienza muy temprano su día en la Alcaldía. A las 7:00 am ya está en su oficina para prepararse, orar, leer los periódicos y planificar. Su fe lo mueve por encima de todo y a ello atribuye el poder liderar con el ejemplo: “En mis dos años como concejal en ningún momento he estado golpeando a nadie con la Biblia en la cabeza. El ejemplo marca la diferencia. Tu le vas a mostrar a la gente que eres diferente a través de lograr cosas que otros no podrían haber logrado nunca en términos normales, y nosotros lo haremos siendo persistentes, atreviéndonos y teniendo fe, sin necesidad de mezclar la religión con la política. En el concejo yo no vengo, a imponer mi ideología, sino a mostrar una condición de vida: tenemos valores, integridad, ética para ponerlos en practica y a través de la practica demostrar que si se puede, que hay decisiones que se toman basadas en la palabra de Dios que la gente no se da ni cuenta y simplemente son comportamiento de vida, que mucha gente los tiene porque saben comportarse como Dios manda, y hacen también la diferencia.”

Para mantenerse cercano a los ciudadanos Luigi Boria mantiene activas su cuenta de Twitter y de Facebook que utilizó durante la campaña, aun cuando ya no tiene el tiempo de actualizarlas con la frecuencia que desearía; además, mucha información tendrá que salir por los medios oficiales de la ciudad y no por sus cuentas personales. “Luigi Boria sigue siendo el mismo. Ahora, el Alcalde de Doral tiene un canal directo que es la página de la ciudad. Soy 24/7;  cualquier cosa que suceda yo voy a estar atendiendo todo lo que haga falta. Lo estuve haciendo durante la campaña y mas aún ahora como Alcalde de la Ciudad”.

Con la sencillez que le caracteriza, el Alcalde Boria comenta como despedida que “lo que tú ves es lo que yo soy. No importa a quien apoyaban en la campaña; ahora tenemos una ciudad que tenemos que echar pa’lante todos juntos”.
