New budget generates controversy: Doral residents expect investments on the city.
Mayor Luigi Boria says the increase reflected in Doral’s budget for the 2014-2015 fiscal year is not intended for operational expenditure, but investment on improvements to the city

“A growing city needs investment, not savings,” with this phrase a group of Doral residents expressed interest in starting a new fiscal year that will result in improvements to the city, which they consider to be have been stagnant in the last few years.
“In previous years, Mayor Boria has alluded to the fact that he was able to reach a budget savings of 28 percent; however, we do not consider this a success. On the contrary, this resulted in $7 million less for the Police Department, $4 million less for the Department of Parks and Recreation and $3 million less for infrastructure improvements, “say those who believe that the city has been affected by the lack of investment.
These people, who prefer not to be identified to avoid creating arrays of conflicting opinions and who claim that their only goal is to ensure that the new budget be allocated to the productive growth of our city, explain that these $14 million that the mayor saved and became part of the reserve should have been allocated to meet the needs of the city.
“For example, the Park on 114th Avenue, which was approved during the previous administration, is only now going to begin to be built and, what is worse, without even an estimate of what the maintenance costs will be for this park. As we all know, this is a big project, ” they point out.
The mayor also claims to have saved a significant amount of resources by moving the Police Department to the Public Works Building, which according to him was abandoned. This was done instead of building a new station, which is necessary for the proper functioning of one of the most important departments in the city, as it is responsible for our security.
“We are a growing city. We do not need to save senselessly, but rather reach a fiscal balance, which is not just save and grow at the same time. We have experienced a growth and maintenance deficit, when what the city needs is to develop in accordance to its population, commercial and financial growth. “
They express that we are lucky to live in a city that is at its best in terms of housing growth, but this also requires more investments within the city on roads, schools, parks and the infrastructure in general.”
“However”, they state, “there are aspects in which we see an increase in the new budget, such as the nearly doubled increase on expenses for the mayor’s office and elected officials and also the large amount of money spent on advertising, especially on the Doral TV channel, whose real aim is to promote the image of Mayor Boria “.
Now that we are faced with the presentation of a new fiscal budget, which shows an increase and whose approval or not will be decided during the last week of this month, it is expected to have a positive impact on the city. “After two years of nothing concretely being done in Doral, we hope this is the time to invest on improvements that will reflect in a higher level in our quality of life.”
IT IS EVERYONE’S RESPONSIBILITY
Besides considering that Mayor Boria’s budget management in recent years has not been the most appropriate, this group of residents also considers it important that we all get involved as citizens in the growth of the city. It is very easy to criticize, without getting involved.
“It is extremely worrisome that in the recent elections on August 26th , which were intended for something as important as the amendment of our constitution, only 2,000 people voted, when the total number of registered voters exceeds 17,000. We cannot leave everything in the hands of politicians. “
They consider that leaving everything in the hands of politicians is precisely what has led to the stagnation of the city, problems going unsolved and even growing in magnitude. “The mayor is only interested in creating a good image for himself and spends a lot of money on this. This translates into the same type of populism we criticize in our countries. “
BORIA AND HIS ADMINISTRATION
“When I started my administration, I had to work with an inherited budget that did not necessarily fit the actual needs of a growing city and needed to manage resources in the best manner possible so as to not waste them.”
With these words the Mayor of Doral, Luigi Boria, established his position with respect to the comments generated regarding his handling of previous budgets and makes clear that all decisions made with Doral’s financial resources were made public and were framed within the needs of the city.
“I am not, and will never be, in agreement with the waste of money. To save and manage resources well are a vital part of managing the budget and this was the reason why instead of building a new police station I decided to use the Public Works Building, which although it had been inaugurated previously it had also been abandoned for a year, ” explains Boria.
“We must remember that when I became the mayor, the police had no decent venue in which to operate. From my point of view, the solution was not to spend an unnecessary amount of money when we had other resources on hand that were already available and could be used productively. What was actually done was a redirection of money and a productive management of existing resources. “
Boria also recalled that Doral continues to invest in its police force, which is one of the most important departments in the city. “We have hired more officers and an important part of the increase in the budget being proposed for the next fiscal year includes the second phase of the police station.”

The local leader ensures that there are many investment projects, such as the opening of 97th Avenue and the water park which will be located behind Midtown Doral, “just to mention two important works at the infrastructure level.”
“I, as a manager and entrepreneur for many years, am convinced that it is essential to combine savings and investment. It is not about squandering money on works that are not really needed in our city. Real investing means allocating financial resources to building what our residents need and are consistent with the residential and commercial growth that our city is experiencing. “
BUDGET UNDER DISCUSSION
During the reading sessions and budget reviews conducted on September 3rd and 4th, conflicting positions were presented: The interest of Mayor Luigi Boria to improve the salaries of the staff who directly assist him, taking into account their education and experience, versus those who think that this proposal is to be considered a squandering of money in a city that should be focusing on investments, not on operating expenses.
The presentation of this new budget, whose discussions will continue during this week, includes an increase to be spent on improvements needed by the city, such as the construction of the park on 114th Avenue. Its prompt approval is expected so that Doral can count with the necessary budgetary support to further the development of the city and improve the quality of life of its residents.

“Una ciudad en crecimiento necesita inversión, no ahorro”, con esta frase un grupo de residentes de Doral expresó su interés en que el inicio de un nuevo año fiscal se traduzca en mejoras para la ciudad, la cual consideran que ha estado estancada en los últimos años.
“En los años anteriores, el alcalde Boria ha hecho alusión a que logró un ahorro presupuestario de 28 por ciento, sin embargo, nosotros no consideramos que esto sea un éxito, por el contrario, esto se tradujo en 7 millones menos para el Departamento de Policía, 4 millones menos para el Departamento de Parques y Recreación y 3 millones menos para mejoras de infraestructura”, señalan quienes consideran que la ciudad se ha visto afectada por la falta de inversión.
Explican estas personas, quienes prefieren no identificarse para no crear matrices de opiniones encontradas y quienes aseguran que su único objetivo es lograr que el nuevo presupuesto realmente se destine al crecimiento productivo de nuestra ciudad, que estos 14 millones que el alcalde se ahorró y pasaron a reserva, debieron destinarse a atender las necesidades de la ciudad.
“Por ejemplo, el parque de la 114 Avenida, había sido aprobado durante la gestión anterior a la del alcalde Boria, sin embargo, ahora es que se va a empezar a construir y lo peor, sin haber estimado aun cuáles serán las gastos de mantenimiento de este parque, que, como todos sabemos, es un gran proyecto”, señalan.
El alcalde también asegura haber ahorrado una importante cantidad de recursos al trasladar el Departamento de Policía al edificio de Obras Públicas, que según él estaba abandonado, en lugar de construir una nueva estación, la cual es necesaria para el adecuado funcionamiento de uno de los departamento más importante de la ciudad, pues es el encargado de nuestra seguridad.
“Somos una ciudad en crecimiento, no necesitamos ahorro sin sentido, sino una balanza fiscal, que no es más que ahorrar y crecer a la vez. Hemos experimentado un déficit de crecimiento y de mantenimiento, cuando la ciudad lo que necesita es un desarrollo acorde con su crecimiento poblacional, comercial y financiero”.
Expresan que tenemos la suerte de vivir en una ciudad que está en su mejor momento en cuanto crecimiento habitacional, pero ésto también requiere que se invierta más en vialidad, en escuelas, en parques y en infraestructura en general dentro la ciudad.
“Sin embargo”, acotan, “hay aspectos que vemos incrementados en el nuevo presupuesto, como el aumento, casi al doble, de los gastos en la oficina del alcalde y los oficiales electos y la gran cantidad de dinero que se destina a publicidad, especialmente al canal Doral TV, cuyo objetivo real es promocionar la imagen del alcalde Boria”
Ahora que estamos frente a la presentación de un nuevo presupuesto fiscal, el cual presenta un incremento y cuya aprobación o no será decidida durante la última semana de este mes, se espera que haya un impacto positivo en la ciudad. “Después de dos años sin que se haya hecho nada concreto en Doral, esperamos que este sea el momento de invertir en mejoras que se reflejen en llevar a un nivel más alto nuestra calidad de vida”.
ES RESPONSABILIDAD DE TODOS
Además de considerar que el manejo presupuestario del alcalde Boria en estos años no ha sido el más adecuado, este grupo de residentes también considera importante que todos nos involucremos como ciudadanos en el crecimiento de la ciudad, pues es muy fácil criticar, sin involucrarse.
“Es sumamente preocupante que en las recientes elecciones del 26 de agosto que tenían como fin un asunto tan importante como la modificación de nuestra constitución, sólo hayan votado 2 mil personas, cuando el total de electores inscritos supera los 17 mil. No podemos dejar todo en manos de los políticos”.
Consideran que dejar todo en manos de los políticos es justamente lo que nos ha llevado al estancamiento de la ciudad y a que los problemas no se solucionen, sino que se acrecienten. “Al alcalde sólo le interesa crear una buen imagen y gasta muchísimo dinero en eso. Esto se traduce en el populismo que tanto criticamos de nuestros países”.
BORIA Y SU GESTION
“Cuando yo empecé mi gestión tuve que trabajar con un presupuesto heredado y que no necesariamente se ajustaba las verdaderas necesidades de una ciudad que está en crecimiento y que necesita administrar sus recursos de la mejora manera y no despilfarrarlos”.
Con estas palabras el alcalde de Doral, Luigi Boria, fija su posición con respecto a los comentarios generados en cuanto a su manejo de los presupuestos anteriores y deja claro que todas las decisiones tomadas con los recursos financieros de Doral se hicieron públicas y se enmarcaron dentro de las necesidades de la ciudad.
“Yo no estoy, ni estaré nunca de acuerdo con el despilfarro del dinero. Ahorrar y administrar bien los recursos es parte vital de la gestión del presupuesto y esta fue la razón por la que decidí, en lugar de construir una nueva estación de policía, utilizar el edificio de Obras Públicas, que si bien había sido inaugurado anteriormente, ya llevaba un año abandonado”, explica Boria.
“Hay que recordar que, cuando yo llegue a la alcaldía, la policía no tenía una sede digna donde operar, pero, desde mi punto de vista, la solución no era gastar una cantidad innecesaria de dinero, cuando teníamos a la mano otros recursos que ya estaban disponibles y podían utilizarse de manera productiva. Lo que realmente se hizo fue una reconducción del dinero y una gestión productiva de los recursos ya existentes”.
Boria también recordó que se sigue invirtiendo en la policía, que es uno de los departamentos más importantes de la ciudad. “Hemos contratado más agentes de seguridad y parte importante del incremento que se está proponiendo para el presupuesto del próximo años fiscal, comprende la segunda fase de la estación de policía”.
“Por muchos comentarios mal sanos que se quieran hacer, todos ellos con fines netamente políticos, la realidad es que no hemos dejado de invertir en Doral. No sólo no hemos dejado de invertir, sino que vamos a seguir haciéndolo y como ejemplo de ellos tenemos el parque de 114 avenida con la 82 calle”, añadió el alcalde de Doral, quien asegura que el aumento planteado en el nuevo presupuesto no es operativo, sino que está destinado a la inversión.
El mandatario local asegura que son muchos los proyectos de inversión que hay para Doral, como por ejemplo, la apertura de la 97 avenida y el parque acuático que se ubicará detrás de Midtown Doral, “esto por sólo mencionar dos obras importantísimas a nivel de infraestructura”.
“Yo, como gerente y empresario de muchos años, estoy convencido de que es imprescindible combinar el ahorro con la inversión, pues no se trata de despilfarrar el dinero en obras que no son las que realmente necesita nuestra ciudad. La verdadera inversión significa destinar los recursos financieros a construcciones que nuestros residentes necesiten y estén acordes con el crecimiento habitacional y comercial que está viviendo nuestra ciudad”.
PRESUPUESTO EN DISCUSION
Durante las sesiones de lectura y revisión del presupuesto realizadas durante los días 3 y 4 de septiembre, se presentaron posiciones encontradas entre el interés del alcalde Luigi Boria por mejorar los ingresos salariales del personal que lo asiste directamente, en consideración a su capacitación académica y su experiencia y quienes piensan que esta propuesta es considerada como un despilfarro del dinero de una ciudad, en la que se debe pensar en inversión y no en gastos operativos.
La presentación de este nuevo presupuesto, cuyas discusiones se continuarán realizando durante esta semana, incluye un incremento para ser invertido en mejoras necesarias para la ciudad como, por ejemplo, la construcción del parque de la 114 Avenida. Se espera su pronta aprobación, para que Doral cuente con el apoyo presupuestario necesario para el desarrollo de la ciudad y la mejora de la calidad de vida de sus residentes.
