The update of the City of Doral Parks Master Plan is going to be a year-long project, where public participation is the key to success.

“We want the community to be very involved” said Barbara Hernandez, Parks and Recreation Director, whose enthusiasm and hard work has led her team to make the City of Doral Parks System a six time winner of the Play City USA award, a National Gold Medal finalist and Agency Excellence Award recipient. And the best is yet to come. Although the bar is already high, Hernandez still want to make Doral recreational facilities better every day.

The firms Browning Day Mullins Dierdorf, Barth Associates and PROS Consulting are supporting the department on the Master Plan review process that is now in the second phase: Assessment and update of needs and priorities.

To promote community involvement, the department recently held a series of workshops at different times and locations throughout the city, with a turnout of approximately 130 people, something really unusual for city meetings, but that reflect the importance residents of the City of Doral give to one of the best features that distinguish the municipality.

Park Doral“It was a mix of people who has been here from before the city was a city and also many new faces. It was a good mix of new and old and them getting to know each other. There were really positive feedbacks” said Hernandez. “I loved to hear people’s ideas, they compared parks from other cities and states and I hope we can implement some of those ideas here.”

As part of the assessment process and to keep people easily informed of the plan update process, the Parks Department launched the initiative “Play Doral: Planning your Place to Play” and along with that the website www.playdoral.com where residents can follow the advancement of the process to ensure transparency, get notified of upcoming events related to the plan review and also leave their comments and opinions regarding the future of the Parks System. “If anybody agrees or disagrees we want to hear from them. That website is going to play a big role in that.”

Residents: Please fill out the survey

The first part of the assessment has covered a review of the priorities and needs for the six existing parks in the city, with emphasis on ideas for the development of Doral Central Park. “We need more green space because we have more residents and with the increase of the populations we have to estimate if the green space we have now is sufficient or we need add more.”

For the second part of the assessment, besides the workshops, there are going to be stakeholder, workgroup and advisory board interviews with the consultants, and a survey will be mailed to every household in Doral, where residents will be able to evaluate the current state of the parks, comment on the needs and priorities for improvements and provide ideas for the development of future recreational areas and programs in the city.

“Our mail out survey will go out in the next two weeks. It is important that the community fill out the survey and mail it back. If they decide not to mail it they can do it on the website, but it is helpful to have the surveys back by mail to know how many households did it, it would take 5 to 10 minutes of their time and the information that comes out of it is very important because it would help us develop the needs and demands of the community. It will go in English and Spanish and the website is bilingual as well.”

Next steps on the plan review

City of DoralThe next phases of the review process, once the assessment is finished are visioning, implementation strategy and Master Plan Document preparation, which should be finished by the end of September.

The review of the Parks Master Plan is aligned with the elements reviewed in the Comprehensive Master Plan, and the workgroups are in charge of making sure it happens; Julian Perez, Planning and Zoning Director is part of one of those groups.

Iller, the consulting company that is working on the Comprehensive Plan review, and Browning Day have met and discussed the terms of the Parks Plan to ensure that it can be implemented following the guidelines of the Comprehensive Plan and also taking into consideration the Transportation Plan, as having a walkable community and connectivity between recreational facilities has appeared in the assessment as one of the priorities for the neighbors that have voiced their opinions.

“We want to make sure everything is consistent and the betterment of the community continues to grow and flourish” assured Hernandez.

With the assessment, the review team will be able to benchmark the Doral Parks System with those of other municipalities in the County and nationwide. Hernandez explained that after the review is completed, the analysis and discussion on funding for improvement projects will begin, “from the construction part of them, to the implementation and the operation part of it.” On the survey residents will also be able to reflect their ideas on funding the projects.

“Our city is a vibrant city. It is amazing. Parks are important because they create sense of community, people get together to enjoy their family and friends and I think that for the future we have a lot of room to work and make them even better.”

The participation of the community in the process is fundamental for the success of the plan review. “Parks are yours, are theirs, they are ours. In this process it is you planning your parks; planning your place to play, your place for being together and enjoying life” concluded Hernandez.

Revisión del Plan Maestro de Parques

Departamento de Parques y Recreación crea la iniciativa Play Doral

La actualización del Plan Maestro de Parques de la Ciudad de Doral es un proceso que durará casi un año, donde la participación activa del público será la clave del éxito.

“Queremos que la comunidad participe” dijo Bárbara Hernández, Directora de Parques y Recreación, cuyo entusiasmo y liderazgo han llevado a su equipo a lograr seis años seguidos la designación de Doral como Play City USA, y además de recibir el Premio a la Excelencia de Agencias Gubernamentales y ser finalista de la Medalla de Oro Nacional. Aun cuando la calidad del servicio de parques en Doral es muy alta, siempre hay oportunidades de mejora, y eso es lo que busca detectar la revisión del Plan Maestro.

Las firmas Browning Day Mullins Dierdorf, Barth Associates y PROS Consulting apoyan al departamento en el proceso de revisión del plan, que ya se encuentra en su segunda fase: Evaluación y actualización de las necesidades y prioridades.

En fecha reciente se realizaron una serie de talleres comunitarios en diferentes ubicaciones y horarios, para estimular la participación ciudadana. Aproximadamente 130 personas en total asistieron a las reuniones, una asistencia muy numerosa para los estándares de las reuniones municipales, reflejando la importancia que los residentes de Doral le dan a uno de los mayores atractivos de la ciudad: sus parques y actividades recreativas.

“Hubo gente nueva y muchos residentes antiguos; fue muy bueno verlos conocerse e interactuar. Recibimos muchas respuestas positivas; pudimos evaluar ideas y comparar con parques de otras ciudades y estados”.

Para mantener al público informado del proceso de actualización del plan, el departamento ha lanzado la iniciativa “Play Doral: Planifica tu esparcimiento”. Parte de la estrategia incluyó la creación del sitio de internet www.playdoral.com, donde los residentes pueden hacer seguimiento del proceso, para asegurar la transparencia. Pueden recibir notificaciones de los próximos eventos relacionados y también pueden dejar sus comentarios opiniones e ideas sobre el futuro.

“Si alguien está o no de acuerdo con las propuestas queremos oírlos, el website será de mucha utilidad.”

Residentes por favor llenen la encuesta

La primera parte de la evaluación cubre las prioridades y decisiones necesarias para mejorar los seis parques de la ciudad, con énfasis en ideas para el desarrollo de Doral Central Park. “Necesitamos más áreas verdes, a causa del crecimiento demográfico de la ciudad.”

La segunda parte de la evaluación incluirá, además de los talleres con el público, reuniones con los grupos interesados, grupos de trabajo y comité municipal, junto a los consultores. Adicionalmente, se enviará a las casas una encuesta para evaluar el estado actual de los parques, comentar las necesidades y prioridades y aportar nuevas ideas para el desarrollo de nuevas áreas recreacionales en Doral.

La encuesta se enviará por correo en las próximas dos semanas. “Es importante que la comunidad lo llene y envíe de regreso. También podrán llenarlo en línea, pero nos ayudan más enviando sus respuestas por correo, pues así conocemos cuantas casas los recibieron y respondieron. No les tomará más de 10 minutos y será de mucha ayuda para el desarrollo de la comunidad. Estará disponible en inglés y español, al igual que el website.”

Próximos pasos de la revisión del plan

Una vez finalizada la fase de evaluación, las siguientes fases son desarrollo de visión, estrategia de implantación y preparación del documento, que debe estar finalizado para finales de septiembre.

La revisión del Plan Maestro de Parques está alineada con los elementos del Plan Maestro General y los grupos de trabajo están a cargo de asegurar esa consistencia. Julián Pérez, Director de Planificación y Zonificación, forma parte de esos grupos.

La firma Iller, consultores a cargo de la revisión del Plan Maestro, y Browning Day, se han reunido para discutir los términos del Plan de Parques, asegurándose que estén alineados, al igual que con el Plan de Transporte, pues tener una comunidad donde se pueda caminar y la conexión peatonal con los parques ha aparecido en la evaluación como una prioridad.

“Queremos asegurarnos que todo sea consistente para que las mejoras comunitarias continúen incrementándose” comentó Hernández.

Con los resultados de la evaluación, el comité de revisión podrá comparar el Sistema de Parques de Doral con los programas de otras municipalidades y el Condado. Luego se procederá a evaluar alternativas de financiamiento para los proyectos y las diferentes etapas “desde la construcción, la implantación y la operación.” Los residentes podrán aportar sus ideas al respecto en la encuesta.

“Nuestra ciudad es vibrante y maravillosa. Los parques son importantes porque crean sentido de comunidad y permiten a la gente reunirse y disfrutar en familia. Creo que para el futuro tenemos mucho que crecer y podremos hacer nuestros parques aún mejores.”

La participación ciudadana en este proceso es fundamental para el éxito del ejercicio de revisión del plan. “Los parques son tuyos, suyos, nuestros. En este proceso es donde podemos marcar las pautas. En este proceso el público está planificando lo que desea en sus parques, en sus áreas donde pueden estar juntos y disfrutar” concluyó Hernández.
