Mayor Luigi Boria joined advocacy efforts towards funding for traffic improvement projects
By: Maria Alejandra Pulgar @marialepulgarThe National League of Cities (NLC) holds an annual Congressional Conference (NLCDC) every March in Washington DC, giving access to the members of the organization to their leaders in Congress, to advocate on specific issues that provide common benefits of national impact. The main objective of NLC is to help local leaders to build better communities; more than 19,000 cities, towns or villages are members of the organization, representing more than 218 million Americans.
Mayor Luigi Boria attended NLCDC 2015 in representation of the City of Doral, Florida and got the opportunity to meet with Senators Bill Nelson and John McCain among other members of US Congress to discuss and advocate on three major topics: the Transportation Bill, Online Sales Tax and taxation of municipal bonds.
Doral Family Journal had an exclusive interview with Mayor Boria while in Washington DC, where he shared with the community the results of the visit and the long term benefits the participation on this kind of events can bring to the city.
Advocating for three major topics
Members of the National League of Cities attend the Congressional Meeting every year to join efforts and discuss issues of federal importance. Mayor Boria explained that “the main objective this time is advocating for three major topics which are first of all common grounds for Transportation Bill. We are very involved in connectivity, traffic and new roads and our priority now is to make our leaders from the Congress and the Senate to get into a six years bill for the transportation.”
“The other issue we are here pursuing is the online sales Tax. If you buy something through online retailers that are not charging local taxes that is affecting local businesses. We want to find a way convince the Congress to approve a tax for these retail internet stores.”
The third issue considered a priority on the NLC Conference is the taxation of municipal bonds, which are currently free of tax. Boria explained that the position of the NLC on this issue is “to persuade the congress to create a bill to protect the municipal bonds” given that those are issued in general to fund local capital investments.
“In Doral we do not need to issue bonds because we have 50 million dollars in reserves, but we do not know if somewhere in the future we might need some additional resources. Even if it is not our case right now and I am against issuing municipal bonds because it would put a city in debt, and I do not like to owe any money, we still need to support others and work together in the same direction.”
Doral: one of the leading cities in Dade County
Boria had the opportunity to discuss with other Mayors and decision makers on items particular to Doral, specifically related to the traffic issue: “the opening of the 117 avenue between 25th and 41st street which is more or less a total capital investment of US$ 2.5 Million. We have also the extension of the full 6 lanes on 25th and 89th Ct., approximately US$ 24 million; there is the Dolphin Station Transit Terminal, another capital investment of about US$ 45 million dollars and the Palmetto Intermodal Terminal on 826 Palmetto and 74th Street that is an investment around US$ 25 million dollars. That is why we are here.”
These are projects that would take up to five years to completion and all funding for capital investments related to roads and highways has to go through the MPO (Metropolitan Planning Organization) a federally funded transportation policy-making organization integrated by representatives from local government and governmental transportation authorities. The local authorities that met in Washington during NLCDC, including Mayor Boria, provided input to the Congress to support common grounds for a long term Transportation Bill, one that can last for at least six years and provide increased and stable federal funds for those high impact traffic projects.
According to Mayor Boria, in a national context Doral is considered “one of the leading cities because we are perceived as one of the most important cities in Dade county because of our location. We are in the heart of the Miami-Dade County. We have so many vehicles using our roads and the reality is that with all events that have happened recently in our city, everybody knows about Doral and when you ask for something people pay attention.”
Mayor Boria attended the presentation of the Secretary of Homeland Security regarding immigration and also had the chance to meet with Senator John McCain “to speak on how we can help our military in the Southern Command and the necessity of looking at the whole hemisphere instead of lifting the block to Cuba. I think all these kind of things are making our city visible.”
Making time on his agenda to attend these key events is on the opinion of Mayor Boria “the best way to make everybody know that Doral matters, that we have some needs and along with other cities in Dade County we can be leaders on helping to get those funds that are needed to improve the quality of life of our citizens”
“When I come to this conference, even though we have a budget, I like to pay this out of my pocket. Even it is very productive, I do not want anybody to think I am using public funds to attend these conferences. I come because I need more input and the more information I can collect and bring back is going to be better for our city.”
President Obama launched ‘TechHire’ initiative during NLCDC
On the first day of NLCDC President Obama addressed the more than 2500 delegates present at the conference to launch the ‘TechHire’ initiative, creating a competitive US$ 100 Million grant program to help local leaders on creating technical training opportunities for their residents and also connecting trained people with potential employers.
There are already twenty cities around the country participating as White House models for the program, including Philadelphia, Detroit, Minneapolis and Portland. None of the cities selected are on the southeast of the US.
Although according to Mayor Boria there are several other issues for the City of Doral to focus into such as “building our bike trails, the necessity of using bikes instead of traveling by car, the connectivity with the trolley”, he does not discard the possibility of applying for those funds for technology training for the residents. “We have our grant writer that is on top of all these grants been issued. Our city is in the best place, because we can ask for anything and following the right steps we are going to get it. The good thing is that we have an extraordinary staff working for our City and I do not have any doubt that we are going to get many things.”
On the Mayor’s Report
As Boria was the only representative of Doral to travel to DC, along with other forty other authorities from Florida, he will brief the rest of the Council on his Mayor’s Report included on the March Council Meeting agenda.
“More than 2500 different Mayors, Councilmembers and Representatives from municipalities from all the country were there working hard to make their cities work. I will bring back all the information; it is difficult to come to this conference. Last year we could not make it because of the PGA but this year I made the effort.”
Boria considers the main impact of his attendance is “definitely the advocating for the Transportation bill. We need a long time Transportation bill and that is what we all are trying to get out of this. It is the main focus.”
“Even though it is a part time job, I work on this 24/7. It is a responsibility for me because the People of Doral want me to work hard and I do it because I want to make my city thrive.”

El Alcalde Luigi Boria asistió a la Conferencia Nacional de la Liga de Ciudades

Esta conferencia es la oportunidad que tienen los miembros de NLC de conversar con sus líderes en el Congreso sobre el impacto regional de ciertos temas de interés nacional.
El objetivo principal de la NLC es apoyar a los líderes locales a construir y consolidar mejores comunidades. Más de 19,000 ciudades, pueblos y villas de los EEUU forman parte de la organización, representando a más de 218 millones de estadounidenses.
El Alcalde Luigi Boria asistió a NLCDC 2015 representando a la Ciudad de Doral, Florida y tuvo a oportunidad de reunirse con los Senadores Bill Nelson y John McCain, entre otros miembros del Congreso y el gobierno nacional, para discutir tres tópicos principales: la Ley de Transporte, los impuestos a las ventas por internet y los impuestos a los bonos municipales.
Doral Family Journal tuvo una entrevista exclusiva con el Alcalde Boria durante su estadía en Washington para compartir con la comunidad los resultados de su visita y los beneficios que trae a la ciudad su participación en estos eventos.
Tres asuntos de interes nacional
Los miembros de la NLC asisten anualmente a la Conferencia Nacional para aunar esfuerzos para la solución de asuntos de importancia federal. El Alcalde Boria explicó que “el objetivo principal en esta conferencia es tratar tres asuntos importantes. En primer lugar, encontrar puntos comunes para la Ley de Transporte. Para nosotros es de gran impacto la conectividad de los medios, la mejora del tráfico y el desarrollo de nuevas vías. Necesitamos que el Congreso pase una ley de transporte que cubra los fondos para seis años.”
“El segundo asunto que contemplamos son los impuestos a las ventas por internet. Cuando las tiendas en línea no cobran impuestos regionales esto afecta los pequeños negocios locales. Queremos convencer al Congreso que apruebe estos impuestos a las tiendas en línea.”
El tercer asunto considerado prioritario en la NLCDC es evitar la creación de impuestos a los bonos municipales. Boria explica que “queremos que el Congreso cree una ley que proteja los bonos municipales” pues en general estos son generados para obtener fondos para mejoras de infraestructura local.
“En Doral no requerimos generar bonos, porque tenemos US$50 millones en reseras, pero nunca se sabe si en el futuro pudiéramos necesitar más recursos. Aunque no sea nuestro caso ahora y que yo personalmente este en contra de la generación de bonos municipales porque crean deuda, necesitamos apoyar a quienes lo requieren y trabajar juntos en la misma dirección.”
Doral: ciudad líder del condado
Boria tuvo la oportunidad de discutir con otros Alcaldes y autoridades puntos de interés particular para Doral, en especial los relacionados con el trafico: “la apertura de la avenida 117 entre las calles 25 y 41, que requiere una inversión de US$ 2.5 millones. También la extensión a 6 canales en la calle 25 y la 89 Ct. con un costo de aproximadamente US$ 24 millones; también la Estación Terminal de Transito Dolphin, que cuesta US$ 45 millones y el Terminal Intermodal Palmetto, en la 826 y la calle 74, que requiere una inversión de US$25 millones. Para lograr estos fondos estamos aquí.”
Todos estos proyectos tienen un tiempo de ejecución de hasta cinco años y todos los fondos de infraestructura relacionados con transito deben pasar por la MPO (Organización de Planificación Metropolitana), la cual genera políticas para el uso de fondos federales en infraestructura y está integrada por representantes del gobierno local y autoridades gubernamentales de transporte.
Las autoridades locales reunidas en Washington durante NLCDC, incluyendo al Alcalde Boria, generaron la información necesaria sobre los puntos de interés común que permitirán al Congreso desarrollar una Ley de Transporte a largo plazo, con una vigencia de al menos seis años, que garantice los fondos federales estables para realizar estos proyectos de alto impacto para la infraestructura nacional de transporte.
“Doral es considerada una de las ciudades lideres” explica Boria. “Nuestra ubicación hace que nos perciban como una de las ciudades más importantes del Condado Dade. Estamos en el corazón del condado y hay muchas vías importantes que pasan por nuestra ciudad. Con todos los eventos que han pasado recientemente en nuestra ciudad todos saben sobre Doral y prestan atención a nuestras necesidades y peticiones.”
Dentro del programa de conferencias y reuniones, el Alcalde Boria asistió a la presentación del Secretario de Seguridad Nacional sobre inmigración y también tuvo oportunidad de reunirse con el Senador John McCain “para conversar sobre cómo podemos apoyar a los militares en el Comando Sur y también sobre la necesidad de mirar los problemas de todo el hemisferio, en lugar de levantar el bloqueo a Cuba. Pienso que todas estas reuniones dan visibilidad a nuestra ciudad.”
Opina Boria que la asistencia a estas conferencias “es la mejor manera para mostrar a todos la importancia de Doral y que junto a otras ciudades del Condado Miami-Dade podemos ser líderes en obtener los fondos necesarios para mejorar la calidad de vida de nuestros ciudadanos.”
“Aun cuando existe presupuesto para la asistencia a conferencias, yo pago mi participación de mi propio bolsillo. Es importante asistir porque la mayor información y recursos que podamos obtener siempre será beneficioso para nuestra ciudad.”
El Presidente Obama lanzó la iniciativa ‘TechHire’
El primer día de la conferencia, más de 2,500 delegados de la NLCDC tuvieron la oportunidad de escuchar del Presidente Obama la presentación de su iniciativa ‘TechHire’, un programa competitivo de US$ 100 millones para ayudar a líderes locales a crear oportunidades de adiestramiento tecnológico para sus residentes y también apoyar las relaciones con potenciales empleadores.
Aun cuando las prioridades de Doral están enfocadas en las mejoras de transporte y vialidad, Boria no descarta la posibilidad de aplicar para esos fondos federales para adiestramiento tecnológico de los residentes. “Tenemos personal en la ciudad competente y preparado para crear la documentación para participar en este programa. Nuestra ciudad está en muy buena posición, pues siguiendo los pasos adecuados podemos hacer cualquier requerimiento y lo obtendremos.”
El Reporte del Alcalde
Boria fue el único oficial electo de Doral que viajó a DC, junto a otros cuarenta representantes de Florida. En el Reporte del Alcalde que se incluye en la agenda para la reunión del Concejo del mes de Marzo explicará los resultados de su viaje al resto del Concejo.
“Más de 2500 Alcaldes, Concejales y Representantes de las municipalidades del país estuvieron allí para trabajar por el progreso de sus ciudades. Traigo toda la información para compartirla con mis colegas.”
Boria considera que el principal beneficio de su presencia en este evento es “su apoyo a la creación de la Ley de Transporte a largo plazo. Ese ha sido el enfoque principal de todos los asistentes. Aun cuando ser oficial electo es un trabajo a medio tiempo, para mi es 24/7. Es mi responsabilidad porque los residentes de Doral esperan que trabaje duro para lograr que nuestra ciudad siga progresando.”
