November Council Meeting summary: Moving forward with city projects.
Every two years there are changes during November Council Meetings in Doral. The results of the recent election brought former Councilman Pete Cabrera back to the dais and he assumed his seat on this meeting well prepared and ready for contributing to all discussions and decisions made that day.
Vice Mayor Sandra Ruiz was invested with her new role right before starting the meeting and the reorganization of seats show what one can only hope is not a prelude to a polarization of votes in the future: Ruiz and Cabrera to the right hand of Mayor Boria and Councilmembers Fraga and Rodriguez to the left. So far there was peace and consensus in most items of the agenda.
Here are some highlights of the November City of Doral Council Meeting
Excellence in Financial Reporting
The City of Doral Finance Department was awarded the Certificate of Achievement for Excellence in Financial Reporting by the National Government Association, a recognition that once again certifies the transparency of financial processes in Doral.
Use of City logo by Miss Doral USA Pageants Organization
Mr. Juan Carlos Esquivel addressed the Council representing the Miss Doral USA Pageants Organization to request the approval of the use of Doral Logo on the Pageant documentation. Councilman Cabrera expressed he did not feel comfortable with approving this as it is a recently established organization, he does not know their credentials and for him it does not make any sense that the current Miss Doral USA is not a Doral resident. Also, Vice Mayor Ruiz pointed out that on the draft website of the organization the logo had already been used and it was not right. It was approved a motion to redirect the item to be discussed with the City Manager and the City Attorney so the Organization submits all documentation before bringing it back for final decision at the Council.
Naming of RRDSH Bison Band as official Band of the City of Doral
Councilwoman Rodriguez proposed the naming of the RRDSH Bison Band as the official Band of the City, given the recognitions and accolades it has obtained nationally and that RRDSH is the only Public High School of the city. Councilman Cabrera expressed that there should be considered if Doral Academy Charter School also has a Marching Band. Even though they have performed in several city events, including the Veterans Parade the day before, it was agreed to only present a recognition plaque to the Bison Band as the first marching band of the city but not giving it the status of Official Band.
Univision Deportes Hall of Fame
Personnel from Univision presented the “Univision Deportes Hall of Fame” project, which they hope to be housed within a public area of the city. A motion passed to direct city staff to evaluate possible permanent locations and given that Univision will planning to have the first induction ceremony in the Hall of Fame in December to evaluate if it is possible to house it temporarily at City Hall if needed.
Public comment from USA Refugees and Immigrants organization
Ms. Carmen Gimenez started her comments congratulating Mr. Cabrera on his election “We already feel the balance in the Council.” She continued her speech to request from the City and investigation towards Ronald Reagan Doral Senior High School and especially the PTSA president for alleged treats and harassment towards students and other people arisen during Mr. Cabrera’s campaign according to “confidential informants whose names we can’t reveal”. She concluded her comments pledging their commitment as organization to continue protecting the citizens.
Recognitions to John I. Smith Students
Young students Beatriz Ochoa, Fabiana De-lisio and Valeria Camacho proudly stood along with their parents to receive their recognitions for Academic Excellence obtained at John I. Smith K-8 Center, an achievement that once again showcases the high standards of quality and commitment to success of Doral Public Schools and the families in the City.
Status of City’s analysis regarding Trump National tree plantings
The main item on the evening agenda was the follow up on the analysis and recommendations from the City regarding the Trump National Doral Tree plantings that have affected the quality of life residents in the Doral Park area. This is the third council meeting the issue has been discussed.
The Chamber was packed with many residents and supporters lined up for speaking. Many of them gave their three minutes to Mr. Morgan Levy and Mr. Peter Brook who presented the Council with strong and detailed examples of codes and ordinances that can be enforced to support the resident’s requests and also testimonials of residents affected.
Mr. Carlos Perez encouraged the Council to perform stronger actions to support residents: “our hope is that you don’t go the wrong way and go against your citizens. We are here to stay and the only ones that can protect us are you. Always please vote in favor of those who elected you.”
The City Attorney and the City Manager presented results of the analysis. There were presentations by the Manager, Public Works and Code Compliance directors explaining the audience the detailed inspection they made on the Trump properties and the status of permits. Dan Espino, the Attorney explained that the city code does not contemplate this kind of issue.
It also aroused the issue of the Miss Universe Pageant and the $2.5 million committed by the city to the Trump organization, but it was considered out of the discussion and later a special meeting was called for next Monday November 24th at 3 pm where residents can voice their comments regarding that event.
To wrap up the Trump Trees discussion, Councilman Cabrera moved to invest $50,000 to proceed with legal counsel, focusing on protecting the health and welfare of the residents, in order to find legal grounds to solve this issue that has affected the quality of life and the landscape of the City since the Trump organization purchased the Golf Resort. The motion passed unanimously.
It is likely a follow up of this issue will be on the December Agenda. It is what citizens expect until it is solved to everybody’s satisfaction.

Avanzan los proyectos de la ciudad
Cada dos años se producen cambios en el Concejo Municipal de Doral en el mes de Noviembre. Los resultados de las recientes elecciones trajeron de vuelta al Concejal Pete Cabrera, quien asumió su posición muy bien preparado para contribuir en todas las discusiones y decisiones de ese día.
La Vice Alcalde Sandra Ruiz asumió su nuevo rol justo antes de iniciarse la reunión. Se reorganizaron las sillas y el cuadro resultante solo cabe esperar que no sea preludio de polarizaciones en las discusiones futuras. Quedaron ubicados Ruiz y Cabrera a la derecha del Alcalde Boria y las Concejales Fraga y Rodríguez a su izquierda. Por lo pronto todo fue paz, armonía y consenso.

Reconocimiento a Excelencia en Reportes Financieros
La Asociación Nacional de Gobiernos otorgó al Departamento de Finanzas de la Ciudad de Doral el Certificado de excelencia en reportes financieros. Este reconocimiento nuevamente avala la transparencia de los procesos financieros en la Ciudad.
Uso del logo de la Ciudad por la Organización Miss Doral USA
El Sr. Juan Carlos Esquivel representó a la Organización Miss Doral USA para solicitar la aprobación del uso del logo en la documentación del concurso. El Concejal Cabrera expreso no sentirse cómodo con aprobar esto para una organización recientemente establecida, de la cual no conoce las credenciales. Adicionalmente indicó que para él no tiene sentido que la actual Miss Doral USA no resida en la ciudad. También la Vice Alcalde Ruiz apuntó que en la página temporal de internet de la organización ya aparecía el logo y esto no era correcto. Finalmente, se aprobó una moción para que el asunto sea evaluado por el Administrador y el Abogado, para que la organización proporcione todos los documentos correspondientes y se haga una recomendación que luego regrese para aprobación del Concejo.
Designación de la RRDSH Bison Band como Banda Oficial de la Ciudad
La Concejal Rodríguez propuso esta discusión y nombramiento dados los múltiples reconocimientos inclusive a nivel nacional que ha tenido la Banda de la única secundaria pública de la ciudad. El Concejal Cabrera expresó que debería considerarse si Doral Academy Charter High School también tiene una banda. Finalmente se acordó entregar una placa de reconocimiento a la Bison Band por ser la primera banda en participar en los eventos de la ciudad, tales como el Desfile de los Veteranos, pero no otorgarles el estatus de Banda Oficial.
Paseo de la Fama de Univisión Deportes
Personal de esta cadena televisiva presentó a los concejales el proyecto del Paseo de la Fama de Univisión Deportes, el cual desean que pueda localizarse en áreas públicas de la ciudad. Se aprobó una moción para que el personal de planificación y administración de la ciudad evalúe posibles ubicaciones permanentes y que, dado que la primera ceremonia de inducción está pautada para el mes de diciembre, el Hall de la Fama se ubique temporalmente de ser necesario en el área de City Hall.
Comentario de la organización USA Refugees and Immigrants
La Sra. Carmen Giménez, presidente de la organización comenzó felicitando al Concejal Cabrera: “Ya percibimos el balance en el Concejo.” Luego continuó su comentario para solicitar de parte la Ciudad una investigación contra la escuela RRDSH y especialmente contra la Presidente del PTSA por supuestas amenazas y acosos a estudiantes y otras personas, sucedidos durante la campaña del Concejal Cabrera, de acuerdo a “informes confidenciales y personas cuya identidad no puedo revelar.” Concluyó su comentario reafirmando el compromiso de su organización de continuar protegiendo los ciudadanos de Doral.
Análisis de la situación con los árboles del Trump National Resort
Este fue el punto principal de la agenda vespertina, para hacer seguimiento al análisis y recomendaciones por parte de la Ciudad sobre la situación de los árboles plantados en la propiedad de Trump National Resort que están afectando la calidad de vida de los residentes del área de Doral Park y en general el aspecto visual en toda la ciudad. Es la tercera reunión de Concejo donde se discute este asunto.
La Cámara estaba llena de asistentes, muchos de ellos apuntados para hacer comentarios, aun cuando después cedieron su tiempo a los Sres. Morgan Levy y Peter Brook, entre otros, quienes presentaron a los concejales detallados ejemplos y fuertes alegatos sobre códigos y ordenanzas que pudieran ser utilizados para reforzar y apoyar los requerimientos de los residentes. También abundaron los testimonios de residentes afectados.
El Abogado y el Administrador presentaron los resultados de su análisis y evaluación. También hablaron los directores de Obras Publicas y Normas y Procedimientos, quienes explicaron a la audiencia la inspección detallada que hicieron en el Trump Resort y la revisión de los permisos otorgados. Dan Espino, el Abogado explicó que en el código de la ciudad no se contempla este tipo de situaciones.
En medio de la discusión se comentó el asunto de los 2.5 Millones que la Ciudad comprometió con la Organización Trump para el Miss Universo. Ese punto fue considerado fuera de lugar y se fijó una reunión especial para el próximo lunes 24 de Noviembre a las 3pm para que los residentes puedan hacer sus comentarios al respecto.
Para cerrar la discusión, el Concejal Cabrera propuso que la Ciudad invierta $50,000 para recibir consejo legal enfocado en proteger la salud y bienestar de los residentes, con el objetivo de encontrar vías legales que resuelvan este asunto que ha afectado la calidad de vida y el paisaje de la Ciudad desde que la Organizacion Trump adquirió la propiedad del Resort. Esta moción paso unánimemente.
Es muy probable que el punto se incluya de nuevo en la Agenda de Diciembre. Es lo que esperan los ciudadanos, hasta que se resuelva satisfactoriamente.
