With the goal of promoting the arts and culture and to provide an aesthetic value to our community, the City of Doral will implement an “Arts in Public Places” program that consists of the installation of artistic works in strategic points in Doral.

This was informed by the Director of Planning and Zoning of the City of Doral, Julian Perez, who explained that this program has been created to stimulate a cultural environment in our city, an environment that reflects and improves the legacy of the city, the diversity and the quality of life, integrating the architecture, infrastructure and the urban landscape in an artistic and harmonious way.

“An important purpose of this program is to support the development of the arts, to educate and inspire our residents so they understand and appreciate the value of art and to contribute to the cultural and aesthetic improvement of Doral. For this reason it is imperative that the artistic works are located in visible areas, that can be public or private, but they have to be visible to all passersby”, explains Perez.

In the process of selection of the spaces it is a priority to take into consideration that the works of art must be placed in areas that are accessible to residents and visitors and that have the best visibility both for pedestrians and vehicles. It is also necessary to evaluate the integration of this artistic work with the chosen space in regards to infrastructure, landscape and lighting.

Perez, who has been the promoter of this program, stated that this includes different forms of art works such as paintings, photography, murals, permanent or interactive sculpture, mosaics, dance, street theater, poetry and functional objects such as fountains, benches, doors, lights, windows, among others.

“We are trying to build an artistic environment in our city, consolidating a cultural legacy for future generations through high quality art works that can be in glass, aluminum, bronze, wood, stone, concrete or any other material that allows the artist to showcase his/her talent.”

IN PROCESS

As per Ordinance 2015-09, adopted in June of 2015, this Art in Public Places program will be managed by the Parks and Recreation Department of the City of Doral and was developed as a request from the City Council to promote art in public places in our city.

The first step for the development of this program was the establishment of an Advisory Board formed by prominent professionals in the areas of art, architecture and urban planning, who have as their objective to work on this ordinance with artistic and cultural criteria, with responsibility and transparency.

The Director of Planning and Zoning explained that at the operative level it was decided to create a 500 thousand dollar fund for the acquisition of the works of art that will be installed in the City of Doral and that the goal is that at the moment that this figure is surpassed there will be an Art in Public Places Master Plan worked out that will provide more value to this program.

Given that the intention of this program is to promote the participation of the community, a workshop took place in which there were different “teams” that worked together in determining in which points in the city should art be installed, taking into consideration the characteristics of the place (public or private), the visibility, the pattern of the development, the characteristics of the place (residential, industrial or commercial), the conditions of the space, aesthetic value and surrounding areas.

“We are now working in the results of this workshop to prepare the final results for our next meeting. For us it is also very important to have the participation of the local artists, who can have the assurance that we are already working on a selection process that is dependable, impartial, and transparent and that has an objective to benefit the artist and the residents,” stated Perez.

HOW TO PARTICIPATE

Regarding the way in which the public entities and local developers can participate and include works of art in their projects, Perez stated public institution must contribute 1.5% of the projects total construction cost. The public institution can either purchase the art (equivalent to 1.5% of the total construction cost) or donated the 1.5% of the total construction cost to the “Public Arts Fund”.   The private developer will follow the same process, however, his/her contribution should be 1% of the total construction cost.  

Perez explained that the corporations can give their economic share so it is placed already in the fund and once the necessary funds are available then buy the works of art that will be installed in the places that were previously chosen according to the order of priority of the list.

“Another way of participating is to propose an artist and his/her work to the Advisory Board. In this case it is important that the artistic work is approved by the City of Doral and that it complies with certain conditions such as being in harmony with the area in which it will be placed and establish a commitment for the maintenance of the work,” explained Perez.

Another option of participation is the donation of a work of art for the City of Doral to choose where to place it. “Any combination of these options is also viable, it is only important to remember that the main thing is that the planned cultural and aesthetic development of the program prevails.”

Julian Perez added that the maintenance of the works of art is essential in this program, all participants must commit to the maintenance, cleaning and repair of the works of art, in contrary this will be acting against the program and the artistic works.

The Director of Planning and Zoning highlighted the positive economic impact that this program will bring to our city because it will allow for the promotion of the work of the artists that participate, the city will invest in the development of art and culture and it will create an artistic and cultural identity.

Estimulando el desarrollo cultural

LA CIUDAD DE DORAL IMPLEMENTARA PROGRAMA DE ARTE PUBLICO

 

El Consejo de Asesores está conformado por profesionales destacados en las áreas de arte, arquitectura y planificación urbana

Con la finalidad de promover el arte y la cultura y darle un valor estético a nuestra comunidad, la Ciudad de Doral implementará un programa de arte público que consiste en la instalación de obras artísticas en puntos estratégicos de Doral.

Así lo informó el director de planificación y zonificación de la Ciudad de Doral, Julian Perez quien explicó que este programa ha sido creado para estimular un ambiente cultural en nuestra localidad, que refleje y mejore el patrimonio de la ciudad, la diversidad y la calidad de vida, integrando la arquitectura, la infraestructura y el paisajismo urbano de forma armoniosa y artística.

“Parte importante del propósito de este programa es apoyar el desarrollo del arte, educar e inspirar a nuestros residentes para que entiendan y aprecien el valor del arte y contribuir a la mejora estética y cultural de Doral, para lo cual es indispensable que estas obras artísticas estén ubicadas en sitios visibles, que pueden ser públicos o privados, pero deben estar a la vista de todos los transeúntes”, explica Pérez.

En el proceso de selección de los espacios es prioritario tomar en cuenta que las obras de arte deben ser colocadas en áreas accesibles para residentes y visitantes y que tengan la mayor visibilidad posible tanto para el tráfico peatonal como vehicular. Es necesario, también, evaluar la integración de la obra artística con el lugar escogido en cuanto a infraestructura, paisajismo e iluminación.

Pérez, quien han sido promotor e impulsor de este programa, señaló que el mismo abarca diferentes formas de trabajos artísticos como pinturas, fotografías, murales, esculturas permanentes o interactivas, mosaicos, danza, teatro de calle, poesía y objetos funcionales como fuentes, bancos, puertas, luces o ventanas, entre otros.

“Estamos tratando de construir un ambiente artístico en nuestra ciudad, consolidando un legado cultural para futuras generaciones a través de exhibiciones de obras de arte de alta calidad, las cuales pueden ser de vidrio, aluminio, bronce, madera, piedra, concreto o de cualquier material que le permita al artista expresar su talento”.

EN PROCESO

De acuerdo a la ordenanza 2015-09, adoptada en junio del 2015, este programa de arte público será administrado por el Departamentos de Parques y Recreación de la Ciudad de Doral y surgió como una petición del Concejo Municipal para promover el arte en las áreas públicas de nuestra ciudad.

El primer paso para el desarrollo de este programa fue la conformación de un Consejo de Asesores integrado por profesionales destacados en las áreas de arte, arquitectura y planificación urbana, quienes tienen como objetivo aplicar esta ordenanza con criterio artístico y cultural, responsabilidad y transparencia.

El director de planificación y zonificación explicó que, a nivel operativo, se decidió ir creando un fondo de 500 mil dólares para la adquisición de las obras de arte que serán instaladas en la ciudad de Doral y la meta es que, al ser superada esta cifra, se constituya un Plan Maestro de Arte Público que le otorgue aún más valor a este programa.

Debido a que la intención de este proyecto es incentivar la participación de la comunidad, se realizó un taller de trabajo en el que se conformaron grupos de trabajo para determinar los sitios de la ciudad donde deberían colocarse las obras de arte, tomando en cuenta el tipo de uso del espacio (público o privado), la visibilidad, el patrón de desarrollo, las características del lugar (residencial, industrial o comercial), las condiciones del espacio, el valor estético y las áreas cercanas.

“Ahora estamos trabajando en los resultados obtenidos en esta mesa de trabajo para preparar los resultados finales para un próximo encuentro que se realizará próximamente. Para nosotros también es muy importante la participación de los artistas locales, quienes pueden tener la plena seguridad de que estamos adelantando un proceso de selección serio, imparcial y transparente que tiene como objetivo beneficiar al artista y a la ciudadanía”, señaló Pérez.

¿CÓMO PARTICIPAR?

En cuanto a las formas en que las entidades públicas locales y los desarrolladores pueden participar e incluir obras de arte en sus proyectos, Pérez afirmó que las instituciones públicas deben contribuir con el 1,5% del total de los gastos de construcción del proyecto. La institución pública puede o bien comprar el arte (equivalente al 1,5% del costo total de la construcción) o donar este monto al Fondo de Arte Público. El promotor privado seguirá el mismo proceso, sin embargo, su contribución debe ser de 1% del costo total de la construcción.

Pérez explicó que las empresas pueden dar su aporte económico para que se coloque en el fondo y cuando existan los recursos suficientes adquirir las obras de arte que se irán instalando en los lugares previamente escogidos de acuerdo al orden de prioridad de los mismos.

“Otra de las formas de participación es proponer a un artista y su obra al Consejo de Asesores. En este caso, es importante que la obra artística sea aprobada por la Ciudad de Doral y cumpla con ciertas condiciones como estar acorde con el área en que será colocada y establecer un compromiso para el mantenimiento de la misma”, explicó Julián Pérez.

La otra opción para participar en este programa es la donación de una obra de arte para que la Ciudad de Doral escoja donde desea colocarla. “Igualmente, es viable una combinación de cualquiera de estas formas de participación, recordando siempre que lo más importante es que prevalezca el desarrollo cultural planificado y estético”.

Agregó Julián Pérez que el mantenimiento de las obras de arte es parte indispensable de este programa, pues todos los participantes deben comprometerse en el mantenimiento, limpieza y reparación de las mismas, pues de lo contrario se estaría actuando en detrimento de este programa y de los trabajos artísticos.

El director de planificación y zonificación de Doral destacó el impacto económico positivo que este programa tendrá en nuestra ciudad, pues permitirá la promoción del trabajo de los artistas que participen, que la Ciudad puede invertir en el desarrollo del arte y la cultura y crear un punto de identificación cultural y artístico.
