Christi Fraga: Vice Mayor of the City of Doral

In late 2012, Doral residents welcomed a new mayor and three council members. Expectations were high and the attention was focused on the way this new body of local authorities would play their roles.
One of the councilwomen of more interest at that time was Christi Fraga. Her age and limited experience in politics suggested that the results of her work would take time to be noticed. However, 13 months later, the outcome is completely different and fortunately, very positive.
Fraga has proven to be an intelligent, assertive, and efficient woman. Her behavior in the council has been characterized by working harmoniously in the group and by responding positively to every situation with the high level of professionalism, leadership and respect required for that kind of service. Because of her overall performance, she has gained respect and trust from the city residents.
According to her view, her role as a public servant has been a satisfying experience despite difficulties it implies, “I find it very pleasant to work for the community. I feel that the residents know me better and can trust in me without any fear because of my age and because they’ve seen the work I’ve done. But I must say that politics is very hard at the same time. It is a challenging game where it is necessary to see how the others react and find a way to work together.”
A Positive and Conciliatory Attitude
For both council members and Fraga, keeping a productive work environment has been very difficult because, as she said “working with so many different personalities is not an easy task.” But thanks to Christi’s positive attitude, many conflicts have been resolved and have been a good learning experience.
“I think this past year has been one of many changes and personal growth for me. I had to learn 40 years of politics in just 12 months and thus I think I am stronger, more mature and more effective working in groups at this level. In a position like this, it is required to be a leader, to have a vision, to know how to persuade the group into action, and although it is not easy to find something that can unite us to work together, we try to reach a consensus. I try to adapt myself to what my colleagues want; I seek to understand their point of view and what they want to achieve for this city.”
Although Christi is proud that many of her proposals have been approved with the support of most of the council members, she understands that differences of opinion can arise at any time and being effective at managing those problems is necessary for the benefit of the city. “Our style of government is democracy and because of that we all have different ways of thinking. It does not mean we have the right to criticize the ideas of everyone though, but we must at least make an effort to understand them. Each of us has a strong vision and we need to find a balance to harmonize difficulties. From the Administrator who has had a well-known political life, the Mayor with his experience as a businessman, and each of us as councilwomen with strong personalities and strong visions, it is our nature is to have the last word. It’s all about doing our part to function well in this environment. The level of power in this position is the same and instead of looking for problems, solutions must be found.”
Having a positive attitude to deal with situations and a kind personality are specific qualities that Christi possesses and uses to better serve the city: “I’ve always had the mindset that I can do things. If God gives us something it’s because we can carry it out. It may be difficult, require maximum effort to learn it, or require that I get input from others on how to handle it, but I truly appreciate the opportunity and the valuable knowledge I can get from it. I have many ideas for the city. I want to see it grow and I know that we will have some very positive changes in the upcoming years.”
Learning about the Government helps to understand the actions of the Council
During the time Fraga has served in the city, she has seen the government in action very closely: “I had an understanding of the government because of what I had studied, but one thing is what is learned in books and quite another to be there and see how everything works.” Now she has a vision from another perspective: “The government is not like a business where everything is more dynamic and decision- making is simpler. Here everything is done at a slow pace and according to the proper process, which isn’t bad because it ensures transparency and quality, however, it certainly delays the implementation of the initiatives.”
Consequently, she has taken on the task of passing her knowledge to the community very seriously: “I think it is important to educate our residents about the processes because it creates an environment of trust; they are confident that we are working for the benefit of the community.” To illustrate this, she referred to the different construction developments going on in the city: “Residents often complain that we should not allow more construction in the city. By constitutional principles, as elected officials we cannot prohibit the use of the land, if a land owner wants to build, we cannot deny that right. We can establish certain guidelines such as the number of parking spaces, number of units, landscaping and parks, etc. So educating the community about our powers and limitations enables them to understand the big picture.”
The City’s Current Reality, Focus of attention
It is no secret that Doral, a city with so much potential and benefits, has projected a negative image in recent months. Frequent embarrassing discussions and a low level of protocol in council meetings have caused more interest and comments than the initiatives being discussed in there. It has become clear that there are issues that must be addressed in order to have a truly effective performance.
From Fraga’s point of view there are three aspects that require attention at the moment: communication, parks, and culture. In each she detailed:
“Communication is paramount. First, among us as the council members, and then to the community. We must learn to say and address situations in the right way facilitating the understanding among all without imposing our views on others or victimizing ourselves. Starting with our sessions, where without doubt we should be more effective.” At this point Fraga recognizes that in one way or another, all council members have been responsible for the inefficiency of the long-hour meetings that create an uncomfortable atmosphere in the city and delay all decisions preventing further community involvement. “We are already working on different initiatives in January to start putting into practice enhancing communication between us and allowing residents to take a more active part.”
Taking about communication, Christi also said that the city is getting ready to issue the City Newsletter in the near future. Thanks to this, the community will be able to get informed about the different initiatives and events going on. “We want to let the community know what is being done, not only what has already happened, but what comes in the future so they can participate. There are many ideas that will help make this possible.”
When talking about parks, Fraga commented, “We know it is necessary to address this area. We are excited about the Community Center planned to be built on NW 114th Ave and NW 82nd St during the next year. This center will incorporate a nice variety of activities for the entire family, easing the current park occupancy and give us the opportunity to remodel and maintain them.”
Finally, as to the cultural part, Fraga added: “We are proud to have a beautiful city with many residential areas and a great family environment, so we need to bring more culture to the city, especially outdoor art activities.” She said that there are plans to offer new activities and family events in parks in the future. On the other hand, she commented about the upcoming construction of “City Place Doral,” a beautiful project that will offer all residents a new choice for eating, shopping, going to the movies, enjoying an evening walk and will make Doral even a more attractive city for all.” According to Fraga, “It won’t be necessary to go to nearby towns to find good entertainment, good restaurants or shopping area. All will be found here.”
With these changes, it’s expected that Doral will get back attention for its events, developments, and its example of cleanliness and care for the environment, rather than focusing on negative news or rumors.
Projects Launched in 2012
Although the human tendency is to highlight personal achievements and politics is wanting to show that the campaign promises were fulfilled, when talking about a City, it’s what has been achieved as a government that matters, not who did it. So it is good to list some of the projects that have successfully begun during this year to the pride and enjoyment of the residents.
The highly anticipated Youth Advisory Board (YAB), a group of young people, ages 16 to 20, was launched with success. These 9 city members have the duty of meeting regularly to plan initiatives oriented to people that age. They also advise the City on how to get other young adults involved in the city activities. On this matter Christi says, “I will continue to support them at all times. In that board they have the opportunity to grow and learn important skills such as discipline, responsibility and leadership. They are responsible for planning activities like the “Battle of the Bands”, and the “College Madness Event” that will provide all who are already at that stage with the information related to getting into college, the requirements, financial aid, etc.”
Regular meetings with the Owners Associations is another initiative in which Fraga has been very active. She has made an effort to understand their processes and promptly support them in their needs as they are “direct leaders” in their communities.
Other beneficial actions includes The Fresh Market which already operates every Sunday, covered bus benches, additions of units to the Trolley system and activities related to conservation of the environment.
The Human Side of Christi Fraga
All achievements listed in a City are possible because of the skills demonstrated by their authorities. Christi Fraga has been an example of a successful business woman, and also a human being with high ethical standards and family values. She counts on a family that supports her unconditionally; a family who believes in her and feels proud of her accomplishments.
According to her husband, Gabriel Fraga, Christi has “a spirit and personality of a star” which allows her to fulfill her calling in life, “Working with passion and doing good to people around her.” He trusts she will continue to play a big role in this city and he supports her in all her endeavors keeping a well-balanced life, excellent communication and caring about setting aside time for their personal life.
Knowing that public leaders like their jobs promotes and encourages confidence in people. In Fraga’s words, “the biggest benefit of being a public servant is to see a smile on the people’s faces.” Being able to touch lives encourages her, so it is working with ethics and transparency, as she says “I try to see the best in everything and everyone. I trust in people but I’m realistic and honest. I do not say things behind someone’s back that I don’t have the courage to say in front, and I think that’s important for a public servant.” Her wish is to remain as a leader in this community for “the time people want her to be, with the same commitment and at different levels.”
The eyes of attention continue to be on Christi Fraga, now as Doral Vice Mayor. Let us hope that she continues being an exemplary performer and demonstrates excellent leadership as a role model for this community.
Christi Fraga: Vicealcaldesa de la Ciudad del Doral
A finales del 2012, los residentes del Doral les dieron la bienvenida a un nuevo alcalde y tres concejales. Las expectativas eran altas y los ojos estaban puestos sobre la forma en que este nuevo cuerpo de autoridades locales desempeñaría sus cargos.
Una de las concejales de más interés en ese momento era Christi Fraga. Su juventud y corta experiencia en el campo político hacían pensar que el fruto de su trabajo tardaría algún tiempo en hacerse notar. Sin embargo, 13 meses después, los resultados han sido totalmente distintos y por fortuna, muy positivos.
Fraga ha demostrado ser una mujer inteligente, asertiva y eficiente. Su conducta en el concejo se ha caracterizado por buscar la armonía y el lado positivo de las situaciones sabiendo desempeñarse con el nivel de profesionalismo, liderazgo y respeto que un cargo público amerita. Con esto ha ganado aún más confianza y el respeto de los residentes de la ciudad.
Según su punto de vista, su rol como servidor público ha sido una experiencia satisfactoria a pesar de tener implícitas ciertas dificultades: “Me ha parecido muy bonito trabajar para la comunidad. Siento que ahora me conocen más y confían en mí sin el temor de pensar que soy una persona joven porque han visto el trabajo que he hecho. Sin embargo, a la misma vez, la política es muy dura. Es un juego difícil donde se observa como los otros reaccionan y se buscar la forma de trabajar en conjunto”.
Actitud Positiva y Conciliadora
Tanto para Fraga como para cada uno de los miembros del consejo, funcionar en armonía ha sido un reto pues “trabajar con tantas distintas personalidades no es tarea fácil”. Pero gracias a la actitud de Christi, muchos de los inconvenientes se han podido superar dejando un aprendizaje importante para ella.
“Pienso que este último año ha sido de mucho cambio y crecimiento personal. He tenido que aprender 40 años de política en 12 meses. Siento que ahora soy más fuerte, más madura y he aprendido a trabajar en grupo a un nivel superior. En esta posición todos requerimos un nivel de liderazgo, tener visiones, persuadir a los demás a acción y aunque no sea fácil, encontrar algo que nos permita trabajar juntos. Trato de fomentar el consenso, me adapto a lo que quieren mis colegas, busco entender sus puntos de vista y lo que quieren alcanzar para esta ciudad”.
Christi se siente orgullosa que muchas de sus propuestas han sido aprobadas con el apoyo de la mayoría de sus colegas y sin embargo entiende que pueden surgir diferencias de opinión y que hay que aprender a manejarlas efectivamente para el beneficio de la ciudad: “Entiendo que nuestro estilo de gobierno es democracia y acepto que hay diferencias de pensamiento. Eso no significa criticar las ideas de cada quien, sino que debemos hacer un esfuerzo para entendernos. Cada uno de nosotros tiene una visión marcada y es necesario buscar el balance para poder armonizar las dificultades. Desde el Administrador que ha tenido una vida política muy conocida, el Alcalde con su experiencia como empresario, como cada una de nosotras mujeres con visión y personalidad fuerte que por nuestra naturaleza queremos tener siempre la última palabra. Es cuestión de poner de nuestra parte para funcionar bien en este ambiente. Aquí la posición de poder de cada uno es igual y en lugar de buscar inconvenientes, hay que encontrar soluciones”.
La tendencia de ver lo positivo y la sencillez con que actúa son cualidades propias de Christi que emplea para servir mejor a la ciudad: “Siempre he tenido la mentalidad que puedo hacer las cosas. Si Dios nos da algo es porque lo podemos llevar a cabo. Puede que me cueste y tenga que poner mi esfuerzo para aprenderlo, buscar ayuda y guía en cómo manejarlo, pero valoro el conocimiento que me queda después. Tengo muchas ideas para la ciudad, la quiero ver crecer y sé que vamos a tener un cambio muy positivo en los próximos años.”
Aprender sobre el Gobierno ayuda a entender las acciones del Consejo
Durante el tiempo que Fraga ha servido ha visto de cerca la acción del gobierno: “Antes entendía el gobierno por lo que había estudiado, pero una cosa es lo que se aprende en libros y otra muy distinta estar allí y ver cómo funciona todo”. Por ello, ahora conoce detalles desde otra perspectiva: “El gobierno no es como un negocio propio donde todo es más dinámico y la toma de decisiones son más sencillas. Aquí todo se mueve a un paso lento y hay procesos que cumplir, que no son malos pues garantizan la transparencia de los proyectos, pero que si demoran la ejecución de las iniciativas”.
En consecuencia, se ha tomado muy en serio la tarea de transmitir sus conocimientos a los habitantes del Doral: “Considero importante educar a los residentes de los procesos actuales porque esto nos da un voto de confianza en que si estamos trabajando en beneficio de la comunidad”. Para ilustrarlo, citó el caso de las construcciones, “Frecuentemente los residentes se quejan que no deberíamos permitir más construcciones en la ciudad. Por principio constitucional, como autoridades no podemos prohibir el uso de la tierra, si un dueño desea construir, no podemos negarle ese derecho, aunque si podemos fijarle los lineamientos que deben seguir: forma de los estacionamientos, número de unidades, áreas verdes y de entretenimiento como parques, etc. Educar a la comunidad sobre nuestros poderes y limitaciones les permite comprender el panorama completo”.
Realidad Actual de la Ciudad, Puntos de Atención
Para nadie es un secreto que el Doral, una ciudad con tanto potencial y beneficios, ha proyectado una imagen contraria en los últimos meses. Las frecuentes situaciones embarazosas y discusiones sin protocolo en las reuniones del concejo ocasionan más interés y comentarios que las mismas iniciativas que allí se discuten. Esto ha hecho evidente que hay aspectos que deben ser atendidos con el fin que la gestión sea realmente eficaz.
Desde el punto de vista de Fraga hay tres aspectos que requieren atención: comunicación, parques, y cultura. En cada uno de ellos Fraga detalla:
“La comunicación es primordial. Primero que nada entre nosotros los miembros del concejo y luego con la comunidad. Debemos aprender a decir las cosas y facilitar el entendimiento entre todos sin imponerse sobre los demás o victimizarse. Comenzando por nuestra sesiones, donde sin duda debemos ser más efectivos”. En este punto Fraga reconoce que de una forma u otra, todos los miembros del concejo han sido responsables de la ineficiencia de las extensas reuniones que crean una atmosfera de tensión en la ciudad y que demora las decisiones impidiendo además la participación de la comunidad. “Ya estamos trabajando diferentes ideas para poner en practica a partir de enero mejorando la comunicación entre nosotros y permitiendo que los residentes tengan una parte más activa”.
En este aspecto de comunicación, Christi también adelantó que la ciudad se prepara para lanzar el “Newsletter”, un medio que permitirá dar a conocer iniciativas, noticias y eventos a todos los residentes. “Deseamos informar a la comunidad de lo que se está haciendo, pero no de lo que ya pasó, sino lo que viene en el futuro para que puedan participar. Hay muchas ideas que ayudarán a que esto se haga realidad”.
Con respecto al área de parques, Fraga comentó: “Sabemos que es necesario hablar de parques en nuestra ciudad y por eso estamos contentos con el proyecto de Centro Comunitario que se tiene en planes construir en la NW 114th Ave y la NW 82nd St para el próximo año. Este centro incorporará variadas atracciones para las familias, descongestionando los parques actuales permitiéndonos remodelarlos y mantenerlos”.
Por último, en cuanto a la parte cultural, Fraga afirmó: “Estamos orgullosos de tener una comunidad muy bella con áreas residenciales y grato ambiente familiar, pero necesitamos traer más cultura, especialmente actividades de artes al aire libre”. Adelantó que ya existen planes para ofrecer nuevas actividades y eventos familiares en los parques. Por otro lado, comentó sobre la próxima construcción del “City Place Doral”, un “bello proyecto que ofrecerá a todos los residentes un sitio distinto para salir a caminar, comer, comprar, ir al cine, disfrutar de las tardes o noches y hacer mucho más atractivo la ciudad para todos”. En opinión de Fraga, “ya no será necesario ir a ciudades cercanas para encontrar buen entretenimientos, buenos restaurantes o el área de compras. Todo podrá encontrarse aquí”.
Con estos cambios, se espera que el Doral vuelva a ganar atención por sus eventos, por su desarrollo, por dar ejemplo de limpieza y el cuidado del medio ambiente, en lugar de centrarse en rumores o noticias negativas.
Proyectos puestos en Marcha durante el 2012
Aunque la tendencia humana es resaltar los logros personales y la política es querer mostrar que se cumplieron las promesas de campaña, cuando se habla de Ciudad, lo importante es lo que se ha logrado, no quién lo ha hecho. Por eso, es bueno enumerar algunas de las acciones que ha comenzado con éxito para orgullo y disfrute de los residentes.
La esperada Junta de Jóvenes ha comenzado a funcionar con todo éxito. La conforman 9 jóvenes de la ciudad que tienen por responsabilidad reunirse periódicamente para liderar iniciativas para ese target. En esto Christi comenta: “Voy a continuar apoyándolos en todo momento. Allí tienen la oportunidad de crecer y aprender aspectos como la disciplina, responsabilidad y liderazgo. Son ellos los encargados de actividades como la ‘Battle of the Bands’, un evento musical y el ‘College Madness Event’ que permitirá ofrecer toda la información referente a la universidad para los que ya estén en esa etapa”.
Las reuniones periódicas con las Asociaciones de Propietarios es otra iniciativa en la que Fraga ha estado muy activa, comprendiendo sus procesos y apoyándolos en sus necesidades de forma fluida pues ellos son “los lideres directos” de las comunidades.
El Mercado Fresco que ya opera todos los domingos, las paradas de autobuses techadas, adiciones de unidades al sistema de Trolley y las actividades para conservar el ambiente también han sido de gran beneficio para todos.
La Cara Humana de Christi Fraga
Al hablar de los logros de la ciudad, juega un papel importante las cualidades de sus gobernantes. En el caso de Christi, además de ser una exitosa mujer de negocios, también es muy familiar y con valores éticos importantes. Cuenta con una familia que la apoya incondicionalmente, que cree en ella y se sienten orgullosos de lo que ha conseguido en su vida.
En opinión de su esposo, Gabriel Fraga, Christi cuenta con “un espíritu y una personalidad de estrella”, que le permite cumplir su llamado en la vida, “trabajar con pasión y hacer el bien a quienes la rodean”. El confía en que ella continuará desempeñando un gran rol en esta ciudad y la apoya en todas sus facetas manteniendo un balance, una excelente comunicación y apartando tiempo para su vida personal.
Saber que los dirigentes públicos, les gusta y motiva su trabajo promueve la confianza. Para Fraga, “el mayor beneficio de ser servidor público es ver una sonrisa en la gente”. Le anima tocar vidas, trabajar con ética y transparencia, como ella misma afirma: “Trato de ver lo mejor a todo y en todos. Confío en las personas aunque soy realista y honesta. No digo cosas por detrás de alguien que no tenga el coraje de decirle en frente, me parece que eso es importante de un servidor público”. Su aspiración es continuar siendo un líder de esta comunidad por “el tiempo que las personas quieran, con el mismo compromiso y a distintos niveles”.
Los ojos siguen estando sobre Christi Fraga, ahora en su posición de Vice Alcaldesa. Confiemos que continúe realizando un trabajo ejemplar y que su liderazgo siga siendo un ejemplo para todos.
