Will the Property Taxes rise in Doral?

The Value of the Properties Continues To Rise.

 

The increase in the value of the properties in Doral keeps rising, it is now 9.1% higher in comparison with 2017, mainly due to the new construction.

The value of the properties in Miami Dade County has increased in 6.5%, as can be seen from the Preliminary Certification of Taxable Values that was released to taxing authorities for them to prepare their budgets and adopt their proposed millage rates and that was prepared by the Property Appraiser Office.

Lazaro Solis, Assistant Tax Collector for Miami Dade explains that the property value for 2018 is $290,087,138,467 which represents an increase of 6.5% in comparison to 2017. “This increase is the result of more than $5,600 million in the value of the new constructions in the County.”

Solis assures that even when it is true that the real estate market is strengthening, especially in regard to single family homes, a decrease in the value of condos is also being perceived, this can provide some relief to the first-time buyers.

The cities that experimented a two-digit growth in the value of its properties, mainly driven by new construction are Surfside (43.5%), Bay Harbor Islands (17.8%), West Miami (15.7%), North Miami Beach (15.6%), Florida City (13.4%), Biscayne Park (11.5%), Opa-Locka (10.4%) and Hialeah Gardens (10.3%).

It is important to take into consideration that the Preliminary Certification of Taxable Values, allows the tax authorities, such as Miami Dade County, municipal governments, the School Board and the Children’s Trust to get their budgets ready for the 2018-2019 fiscal period and adopt the proposed millage rates that will appear in the Notice of Proposed Property Taxes (TRIM Notice).

The question now is, how does this taxable value affect the tax bill for the property owners in Miami Dade? Solis states that this 6.5% is an increase in the aggregated taxable value for the whole County and it represents more than a million properties.

“The vast majority of the homeowners will only see a 2.1% increase in their taxable value as a result of the Homestead Exemption (main dwelling), but the tax bills are calculated based on the taxable value of the property and the millage rate; given this, if the different taxing authorities reduce their corresponding millage rates in proportion to the taxable value, the property owners will not see an increase in the taxes of the property.”

In reality the city millage rate is the only component of the tax rate that is determined by the municipalities. In Doral, this millage rate is the second lowest in Miami Dade County, preceded only by the City of Aventura, which is at least five times smaller than Doral.

Since 2003 to date, the City of Doral has achieved decreases in its property tax. From the 2003-2004 to the 2010-2011 fiscal years our millage rate remained at 2.447, for the budget of 2011-2012 we were able to decrease it to 2.4376, we got another decrease for the fiscal year 2012-2013 to 2.2215 and then to 1.928 during the 2013-2014 fiscal year, staying at this level for the 2014-2015 fiscal year.  For the 2015-2016 fiscal year, there was a new decrease this time to 1.9 which has remained in effect for the 2016-2017 and 2017-2018 years.

Regarding the taxable gross value for operational purposes, we have also seen corresponding increases. For example, in 2016 this value was equivalent to $11,134,952,688, for 2017 it increased to $12,080,554,247 and now in 2018 it is $13,185,785,200 and it is comprised by the following types of properties: single homes, condominiums, multifamily homes, commercial and industrial properties, agriculture, vacant lands, institutional and governmental properties, other types of properties and personal property. In this case, similar than to the rest of Miami Dade County, the increase for this year has been clearly marked by the new construction.

According to the dispositions of Section 200.065 of the Florida Statues, 35 days after receiving this notification, each city must provide the Property Appraiser’s Office with their proposed millage rate, together with the date in which the public meeting to consider this tentative millage rate, the provisional budget, final rate for calculation and the final budget, will take place.

Maggie Santos, City of Doral Speaker explained that on July 31st, 2018 at 6:00pm the first Special Council Meeting to discuss the tentative millage rate for the Fiscal year 2018-2019, will take place. During this meeting, the Mayor and Councilmembers will determine a preliminary millage rate that later on could be adjusted during the corresponding budget public meetings, which are set for September 4 and 18threspectively. It will be during this last date that we will know our final millage rate and its impact.

NEW BENEFITS AND EXEMPTIONS

Regarding new benefits and exemptions, in 2017 the Florida Legislature adopted a constitutional amendment titled the House Joint Resolution (HJR 7105), which would increase Florida’s Homestead Exemption up to $75,000.

If approved by 60% of Florida voters, this exemption will take effect on the November 2019 property taxes. The New Third Homestead will apply to property values greater than $100,000, excluding school board taxes.

Those properties with the Homestead benefit that were damaged or destroyed by Hurricanes Hermine, Matthew or Irma could be eligible to receive a tax credit in a portion of their property taxes for November 2019. In order to qualify, the dwelling must have been considered inhabitable during at least 30 days due to damage or destruction caused by these hurricanes.

¿Subirán los impuestos a la propiedad en Doral?

EL VALOR TAXABLE DE LAS PROPIEDADES CONTINÚA AUMENTANDO

 

En Doral, el porcentaje de incremento en el valor taxable de las propiedades con respecto al 2017 es de 9.1%, impulsado, principalmente, por las nuevas construcciones

En un 6.5% ha aumentado el valor taxable de las propiedades inmobiliarias en el condado de Miami-Dade. Así se desprende de la Certificación Preliminar de Valores Imponibles preparada por la Oficina del Tasador de Propiedades para que las autoridades fiscales puedan preparar sus presupuestos y adoptar las tasas de millaje propuestas.

Lazaro Solis, adjunto al Tasador de la Propiedad de Miami-Dade explica que el valor imponible del condado para 2018 es $290,087,138,467, lo que significa un aumento del 6.5% con respecto al año 2017. “Este aumento fue impulsado por más de $ 5,600 millones en el valor de las nuevas construcciones en todo el condado.”.

Asegura Solis que, si bien es cierto que el mercado de bienes raíces continúa fortaleciéndose, especialmente en lo que se refiere al costo de las casas unifamiliares, se está percibiendo una ligera disminución en los valores del condominio, lo que puede proporcionar cierto alivio a los compradores de vivienda por primera vez.

Los municipios que experimentaron un crecimiento de dos dígitos en el valor de sus propiedades, impulsado principalmente por la construcción nueva son Surfside (43.5%), Bay Harbor Islands (17.8%), West Miami (15.7%), North Miami Beach (15.6%), Florida City (13.4%),

Parque Biscayne (11.5%), Opa-Locka (10.4%) y Hialeah Gardens (10.3%).

Es importante tomar en cuenta que, la Certificación Preliminar de Valores Imponibles, le permite a las autoridades fiscales, como el gobierno del condado de Miami-Dade, los gobiernos municipales, el consejo escolar y a la asociación The Children’s Trust (por su denominación en inglés) preparar sus presupuestos para el periodo 2018-2019 y adoptar las tasas de millaje propuestas, que aparecerán en el Aviso de Impuestos a la Propiedad (TRIM, por sus siglas en inglés).

Ahora, cómo afecta este aumento en el valor imponible de la propiedad a la cuenta de impuestos de los propietarios de vivienda de Miami-Dade?. Manifiesta Solis que este 6.5% es un aumento agregado en el valor imponible de todo el condado que representa más de un millón de propiedades.

“La mayoría de los propietarios solo verán un aumento del 2.1% en su valor gravable como resultado de la exención de Homestead (vivienda principal), pero las facturas de impuestos se calculan utilizando el valor imponible de una propiedad y la tasa de millaje (tasa de impuestos), por lo que, si las diversas autoridades impositivas reducen sus respectivas tasas de millaje proporcionales al aumento en el valor imponible, los propietarios no verían un incremento en los impuestos a la propiedad.

Realmente, el “city millage rate’ es el único componente de la tasa de millaje que es determinado por las municipalidades. En Doral este porcentaje es el segundo más bajo del condado de Miami-Dade, precedido únicamente por la ciudad de Aventura que es hasta cinco veces más pequeña que Doral.

Desde el 2003 hasta hoy, la Ciudad de Doral ha ido logrando disminuciones en su tasa de impuesto a la propiedad. Desde los años fiscales 2003-2004 hasta el 2010-2011 nuestro porcentaje se mantuvo en 2.447, ya para el presupuesto del 2011-2012 logramos disminuirlo a 2.4376, seguimos bajando para el 2012-2013 a 2.2215 y luego a 1.928 durante el 2013-2014, mantiéndose igual en el 2014-2015. Para el 2015-2016, se logró una nueva reducción a 1.9, la cual se mantuvo para el 2016-2017 y para el 2017-2018.

Con respecto al valor tributario bruto para propósitos operativos, hemos visto incrementos consecuentes. Por ejemplo, en el 2016, este valor era de $11,134,952,688, el cual aumentó para el 2017 a $12,080,554,247 y ahora, para el 2018 a $13,185,785,200 y está compuesto por las siguientes propiedades: casas familiares, condominios, casas multifamiliares, propiedades comerciales e industriales, agricultura, tierras vacantes, propiedades institucionales y gubernamentales, otro tipo de inmueble y propiedades personales. Al igual que en el resto del condado de Miami-Dade, este incremento del presente año ha estado fuertemente marcado por las nuevas construcciones.

Las disposiciones de la Sección 200.065 de los Estatutos de Florida señalan que 35 días después de recibir esta notificación, el municipio debe proporcionar a la Oficina del Tasador de Propiedades, la tasa de impuesto propuesta, así como la fecha en que se realizará la audiencia pública para considerar la tasa de millaje tentativa, el presupuesto provisional, la tasa final de cálculo y el presupuesto final.

Maggie Santos, vocera de la Ciudad de Doral explicó que el próximo 31 de julio del 2018 a las seis de la tarde se realizará la primera reunión especial del Concejo Municipal para discutir la tasa de millaje tentativa para el año fiscal 2018-2019. Durante esa reunión, el alcalde y los concejales fijaran una tasa preliminar de amillaramiento que luego se podrá ajustar durante las audiencias públicas de presupuesto, programadas para el 04 y el 18 de septiembre, respectivamente, fecha en la que sabremos la tasa e impacto final de millaje.

NUEVOS BENEFICIOS Y EXENCIONES

Con respecto los nuevos beneficios y exenciones, en el 2017, la Legislatura de la Florida aprobó una Enmienda Constitucional titulada Resolución Conjunta de la Cámara de Representantes (HJR 7105), que aumentaría la exención de Homestead en $25,000, llegando a un monto total de exención de $75,000.

Si el 60% de los votantes lo aprueban en las elecciones de noviembre del 2018, el aumento a esta exención de Homestead se reflejará en los impuestos a la propiedad del 2019. Conocida por su nombre en inglés, la New Third Homestead sería valida en valores de propiedades mayores a $100,000, excluyendo los impuestos a la propiedad de la Junta Escolar.

En relación las propiedades con el beneficio de Homestead dañadas o destruidas por los huracanes Hermine, Matthew o Irma, estas podrían ser elegibles para recibir un crédito fiscal en una parte de sus impuestos a la propiedad de noviembre del 2019. Para calificar, la vivienda debe haber estado inhabitable durante al menos 30 días debido al daño o la destrucción resultante estos huracanes.

Con respecto al Aviso de Impuestos a la Propiedad (TRIM), éste se enviará por correo antes del 24 de agosto del 2018 y proporcionará a los propietarios sus impuestos propuestos y la información de beneficios de exención.
